State, in the same manner and with the same effect as if the original
books, papers, entries, records or proceedings were themselves
produced.
THE SECRETARY SHALL FORWARD TO THE EX-
ECUTIVE HEADS OF EACH POLITICAL SUBDIVISION COM-
PRISING THE DISTRICT COPIES OF MINUTES OF ALL PRO-
CEEDINGS OF THE AUTHORITY.

(g) Duties of treasurer. The treasurer shall receive the monies
of the Authority, and, until otherwise prescribed by law, deposit
them, as soon as received, to the credit of the Authority in such bank
or banks located in the State of Maryland as he may, from time to
time, with the Approval of the Authority select, and he shall dis-
burse the same for the purposes of the Authority according to law,
upon his warrant and not otherwise. He shall make arrangements
for the payment of the interest of the Authority debt. Every bond,
certificate, or other evidence of the debt of the Authority shall be
signed by the treasurer, and countersigned by the chairman of the
Authority
AND SUCH SIGNATURES MAY BE BY FACSIMILE;
and no new certificate or other evidence intended to replace another
shall be issued until the old one shall be delivered to the treasurer
and Authority executed in due form for the transfer of same filed in
his office, and the transfer accordingly made on the books thereof,
and the certificate or other evidence cancelled.
HOWEVER, THE
AUTHORITY MAY PROVIDE FOR THE REPLACEMENT OF
ANY BONDS WHICH ARE MUTILATED, DESTROYED, OR
LOST. The treasurer shall render his accounts semiannually to the
Authority.

(h) Quorum. Four VOTING members of the Authority are a
quorum for the transaction of business, and the affirmative vote of
at least four
VOTING members is necessary for any substantive
action taken by the Authority. No vacancy in the membership of the
Authority impairs the right of a quorum to exercise all the rights
and perform all the duties of the Authority.

(i) Bond of treasurer. The treasurer shall, upon entering the
performance of his duties, be covered by a surety bond in accordance
with the provisions of Sections 46 through 50 of Article 78A of the
Annotated Code of Maryland.

(j) Compensation; expenses of members. The members of the
Authority shall not receive any compensation for their services, but
RECEIVE SUCH COMPENSATION FOR THEIR SERVICES, AS
SPECIFIED FROM TIME TO TIME BY THE GENERAL AS-
SEMBLY, AND each member shall be reimbursed for his necessary
and proper expenses incurred in the performance of duties as such.

6. Officers.

(a)    The Board shall appoint and employ a general manager and
a general counsel, whose compensation shall be fixed and determined
by the Authority, who shall be hired on a full time basis and who
shall serve at the pleasure of the Authority.

(b)    The general manager shall be the chief administrative officer
of the Authority and, subject to policy direction by the Board, shall
