ume), title "Metropolitan Transit District," to follow immediately
after Article 64A of said Code, title "Merit System," and to read as
follows:

Article 64B

1.    Declaration of legislative policy.

The development of improved and expanded transit facilities, con-
sisting of
rail rapid transit and bus service operating as a unified and
coordinated regional transit system, is essential for the satisfactory
movement of people and goods, the alleviation of present and future
traffic congestion, the economic welfare and vitality and the develop-
ment of the metropolitan area of Baltimore, comprising Baltimore
City, Baltimore County and Anne Arundel County. Such a regional
transit system cannot be achieved by the unilateral action of any one
of Baltimore City, Baltimore County and Anne Arundel County but
requires action by the State of Maryland, through a State Authority
which is politically responsive to local needs and which will assure
that the development of the regional transit system fosters general
development plans for the State, the region and the local develop-
ment plans of the participating political subdivisions. Adequate pro-
visions should be made for the protection of transit labor in the
development and operation of the regional system.
ADEQUATE
PROVISION SHOULD BE MADE FOR ASSURING THAT IN
THE EVENT ALLOCATION OF STATE FINANCIAL RE-
SOURCES FOR THE BENEFIT OF THIS REGIONAL SYSTEM
ARE MADE, IT SHALL BE ACCOMPANIED BY A PARITY AL-
LOCATION FOR THE BENEFIT OF TAXPAYERS SUPPORT-
ING TRANSIT FACILITIES IN THE POLITICAL SUBDIVI-
SIONS OF THE WASHINGTON SUBURBAN TRANSIT DIS-
TRICT.

2.    Definitions.

As used in this Article, the following words and terms shall have
the following meanings, unless the context clearly requires a differ-
ent meaning:

(a)    "Authority" means the Metropolitan Transit Authority and
any successor entity;

(b)    "Board" means the Board of Directors of the Metropolitan
Transit Authority;

(c)    "Director" means a member of the Board of Directors of the
Metropolitan Transit Authority;

(d)    "District" means the Metropolitan Transit District;

(e)    "Net project costs" means the portion of the costs incurred
in constructing and acquiring transit facilities which are eligible
for assistance under the provisions of the Urban Mass Transportation
Act (49 U.S.C. 1601 et seq.) that cannot be reasonably financed from
revenues.

(f)    "Private carrier" means any corporation, person, firm or
association rendering transit service within the District pursuant
to an operating permit or license issued by an agency of the State
of Maryland exercising regulatory jurisdiction over transportation
