land (1967 Replacement Volume), title "Motor Vehicles," subtitle
"Administration—Registration—Titling," to follow immediately
after Section 92, to revamp and consolidate the procedure for issu-
ing, obtaining, converting, renewing, revoking, suspending, and
other matters relating to the licensing of operators of motor vehi-
cles in the State of Maryland, and to establish different classes of
Motor Vehicle operators' licenses, and relating generally to the
licensing of motor vehicle operators in this State.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 86B, 89, and 96 of Article 66˝ of the Annotated Code
of Maryland (1967 Replacement Volume and 1968 Supplement),
title "Motor Vehicles," subtitle "Administration—Registration—
Titling," be and they are hereby repealed; and that Sections 86, 86A,
87, 88, 90, 91(A) and 92 of Article 66˝ of the Annotated Code of
Maryland (1967 Replacement Volume and 1968 Supplement), title
"Motor Vehicles," subtitle "Administration—Registration—Titling,"
be and they are hereby repealed, and that new Sections 86, 86A, 87, 88,
90, 91(A) and 92 be and they are hereby enacted in lieu thereof, to
stand in the place of the sections repealed; and that new Sections 92A
and 92B be and they are hereby added to Article 66˝ of the Annotated
Code of Maryland (1967 Replacement Volume), title "Motor Vehi-
cles," subtitle "Administration—Registration—Titling," to follow
immediately after Section 92 thereof, and all to read as follows:

86.

(a)    No person shall drive or attempt to drive a motor vehicle
upon a highway in this State unless:

1.    He holds a valid driver's license issued under this Article,
which license authorizes him to drive vehicles of the class he is driv-
ing or attempting to drive;

2.    He is expressly exempt from the licensing requirements of this
Article; or

3.    He is otherwise specifically authorized by the provisions of this
Article to drive vehicles of the class he is driving or attempting to
drive;

4. Only one current Maryland driver's license shall be issued to
and held by a person at any particular time. The Department may
require the surrender to it of all out-of-state drivers' licenses issued
to the applicant prior to issuing a Maryland driver's license.

(b)    A license issued under this Article shall expire on the actual
anniversary of the licensee's birth, in the year determined as fol-
lows: If the licensee was born in an odd numbered year, his license
shall expire in the odd numbered year next following the year in
which his license was issued; if the licensee was born in an even
numbered year, his license shall expire in the even numbered year
next following the year in which his license w
