obligations and functions as herein provided. No provision of this
article shall be deemed as repealed by any act hereafter passed un-
less said provision is expressly referred to and repealed in terms or
some other clear evidence is given to the intent on the part of the
General Assembly to change the policy of the State herein declared.

The executive and administrative departments, boards, commis-
sions and other units of the executive branch of the State Govern-
ment hereinafter created or recognized and continued shall be or-
ganized into not more than twenty principal departments.,
AS PRE-
SCRIBED BY LAW. Each principal department shall embrace a broad
functional area of the executive branch of the State Government.
Such areas shall include, but
ARE not be limited to: Budget and Fiscal
Planning, State Planning, General Services and Personnel, Natural
Resources, Health and Mental Hygiene, Public Safety and Correc
-
tional Services, Transportation, Licensing and Regulation, Social and
Employment Services, and Economic and Community development.
BUDGET AND FISCAL PLANNING, STATE PLANNING, GEN-
ERAL SERVICES AND PERSONNEL, NATURAL RESOURCES,
HEALTH AND MENTAL HYGIENE, PUBLIC SAFETY AND
CORRECTIONAL SERVICES, TRANSPORTATION, LICENSING
AND REGULATION, SOCIAL AND EMPLOYMENT SERVICES,
AND ECONOMIC AND COMMUNITY DEVELOPMENT.

All executive and administrative Departments, offices, boards [or
other governmental agencies] and other units of the State Govern-
ment
now existing or created during this or any subsequent session
of the General Assembly
which do not constitute one of the prin-
cipal
departments [are] may be placed at the discretion of the Gov-
ornor
in [the] one of the principal departments at the time of the
establishment of the appropriate principal department. Each of
the principal departments shall be constituted and shall have and
exercise the rights, powers, duties, obligations and functions [here-
inafter] provided by law. Any officers, agencies, boards, or com-
missions [not referred to] specifically exempted in this article shall

not be affected hereby.

THE EXECUTIVE AND ADMINISTRATIVE DEPARTMENTS,
OFFICES, BOARDS AND OTHER UNITS OF THE STATE GOV-
ERNMENT NOW EXISTING OR CREATED DURING THIS OR
ANY SUBSEQUENT SESSION OF THE GENERAL ASSEM-
BLY WHICH DO NOT CONSTITUTE ONE OF THE PRINCIPAL
DEPA
