Provisions, Head of Department, Governor's Advisory Council,"
and to repeal Sections 2 and 44 of the same Article and to enact
new Sections 2 and 44 to stand in the place and stead of the Sec-
tions so repealed; and to enact new Sections 3A, 3B, 3C, 3D, 3E
to said Article; to follow immediately after Section 3 thereof; and
to enact new Sections 11A, 11B, 11C, to said Article to follow im-
mediately after Section 11 thereof; and to add new Section 15C
to said Article immediately after Section 15B thereof; to provide
guidelines for a general reorganization of the Executive and Ad-
ministrative Departments by providing for the establishment and
organization of Principal Departments; providing for all Execu-
tive and Administrative Departments, Offices and Boards to be-
come either Principal Departments; or be assigned or trans-
ferred to a principal Department providing for the appointment
of a Secretary to head any Principal Department not headed by
a Constitutional Officer or Governing Board, setting out the au-
thority and responsibility of said Secretary and providing for es-
tablishment of a Board of Review for each Principal Department
created; to provide for continued exercise of powers, duties and
responsibilities for Departments presently in existence after their
transfer to a Principal Department; providing for compensation
for Secretaries and Heads of Departments who serve at the Gov-
ernor's pleasure if said Secretaries and Heads of Departments are
removed from office; making provisions for inclusion of Secre-
taries and Department Heads in the State Retirement System; es-
tablishing and clarifying the authority, duties, and responsibilities
between the Governor and the Secretaries, and Heads of Depart-
ments; to reconstitute the Governor's Advisory Council and to
change its name to the Governor's Executive Council; and relating
generally to Governor and Executive Administrative Departments
of the State of Maryland.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 1, 3 and 12 of Article 41 of the Annotated Code of
Maryland (1965 Replacement Volume) (1968 Cumulative Supple-
ment), title "Governor—Executive and Administrative Depart-
ments," subtitles "General Provisions, Head of Department, Gover-
nor's Advisory Council," be and they are hereby repealed and re-
enacted with amendments Section 2 and 44 of the same Article are
hereby repealed and new Sections 2 and 44 are hereby enacted to
stand in the place and stead of the Sections so repealed; and new
Sections 3A, 3B, 3C, 3D, 3E be and they are hereby added to said
Article to follow immediately after Section 3 thereof; and new Sec-
tions 11 A, 11B, 11C, be and they are hereby added to said Article
to follow immediately after Section 11 thereof; and new Section 15C
be and it is hereby added to said Article to follow immediately after
