mission in accordance with the Merit System Law] Governor, upon
the recommendation of the Secretary of Natural Resources. The Di-
rector shall hold office under and subject to the provisions of Section
234(c) of Article 41 of this Code.
The Director shall be a person
with executive ability and special training and experience in han-
dling problems in the fields of geology and water resources. The
[Commission] Director shall appoint, in accordance with the Merit
System Law, such assistants and other employees as may be pro-
vided for in the budget subject to the provisions of Section 234(C)
of Article 41 of this Code.

There shall also be attached to said [Department] Maryland Geo-
logical Survey
a Bureau of Mines, headed by a Director, who shall,
subject to the supervision of the Director of the Maryland Geological
Survey,
have charge of the activities set forth in Sections 486 to
656, inclusive, of this article.

Sec. 7. And be it further enacted, That Sections 113, 114, 115
and 116 of Article 66C of the Annotated Code of Maryland (1957
Edition and 1967 Replacement Volume), title "Natural Resources,"
subtitle "Birds, Game and Inland Water Fish," be and they are
hereby repealed and re-enacted with amendments, all to read as
follows:

113.

(a)    The Department of Game and Inland Fish is hereby created
as part of the Department of Natural Resources.
A commission to be
known as the Game and Inland Fish Commission is hereby created
as part of the Department of Game and Inland Fish. The Commis-
sion shall consist of five citizens of this State, four of whom shall be
appointed by the [Governor] Secretary of Natural Resources, with
the advice and consent of the Senate,
one from each of the four
regional wildlife administrative areas of the State, and the remaining
member may be appointed by the [Governor] Secretary of Natural
Resources,
with the advice and consent of the Senate, at large from
a list of names submitted to him by interested organizations, includ-
ing the Maryland Wildlife Federation, the Izaak Walton League and
the Farm Bureau. No person shall be appointed to said Commission
unless said person has been a resident of the State for a period of at
least three years prior to said appointment; and said person shall be
well-informed on the subject of wildlife conservation.

No person shall serve as a member of the Commission for a period
in excess of two full consecutive terms, provided, however, that
nothing herein contained shall prevent a person's reappointment
after the expiration of a two-year period.

(b)    The members of the Commission shall hold office for terms
of five (5) years and shall receive no compensation for their services
as members thereof, except that each Commissioner shall be re-
imbursed for actual and necessary traveling expenses incurred or
made by him in the discharge of his official duties to be paid from the
