(d)    The Commission shall hold meetings at the office in Annap-
olis in July and January and at such times and places within the
State as the chairman [and] or the Director may designate with
every consideration being given to periodically meeting in the sev-
eral geographic regions of the State. At the meeting held in July,
the Commission shall elect one of its members as chairman, and one
of its members as vice-chairman. Such officers shall hold office for a
period of one year. Three members of the Commission shall consti-
tute a quorum for the transaction of business. Provided, however,
this subheading shall not change the status in any manner of the
present members of said Commission except as otherwise provided
herein.

(e)     The Commission shall act in an advisory capacity to the
Director of the Department of Game and Inland Fish, advising the
Director on all matters submitted by him to the Commission.

(f)    Except for the advisory function as provided for in this
section, all other powers and duties exercised and performed by the
Commission or its Chairman pursuant to any provisions of law shall,
from and after July 1, 1969, be exercised and performed by the
Director.

114.

(a)    The [Game and Inland Fish Commission of Maryland]
Governor, upon the recommendation of the Secretary of Natural
Resources,
shall appoint [, in accordance with the provisions of
Article 64A,] a Director of the Department of Game and Inland Fish
who shall receive such salary as shall be provided in the budget, and
he shall be entitled to traveling expenses, and all other expenses
incurred when away from home in the discharge of his duties;
[provided, however, that the present Director, all officers and] em-
ployees of the Department of Game and Inland Fish shall be and
remain as employees of the Department under the merit system and
no employee shall have his or her status under the merit system
altered or changed.

(b)    The Director shall have charge of, direct, supervise, and
control all employees of the Department. He shall exercise all pow-
ers and duties conferred by law upon the Department.

(c)    The Director shall have authority to have printed the annual
report of the [Commission] Department, and such bulletins, litera-
ture, posters, licenses and other printing as may be necessary to the
work of the Department and Commission.

(d)    It shall be the duty of the [Commissioners, the] Direc-
tor [,] and wildlife officers to prosecute all persons and corporations
having in their possession any game or inland fish contrary to the
laws of this State. It shall be their duty to see that the game and fish
laws are enforced, and that the provisions of Sections 21, 154, and
579 of Article 27 of this Code, as amended from time to time, be
enforced.
