15.

The Department of Geology, Mines and Water Resources as it
existed on June 1, 1964, is continued, to be known hereafter as the
Maryland Geological Survey and to [have the rank of a department
as heretofore] be an agency A DEPARTMENT within the Depart-
ment of Natural Resources.
The [Department] Maryland Geological
Survey
shall be under the direction of a Director as provided for in
Section 17 of this Article. There shall also be in the Maryland Geologi-
cal Survey a
Commission which shall consist of five members ap-
pointed by the [Governor] Secretary of Natural Resources from
among the citizens of the State with character, ability and active
interest in the proper development, use and conservation of such
resources. The members shall select their own chairman. Their term
of office shall be for five years. The [Governor] Secretary of Natural
Resources
may remove any member for cause, and any vacancy shall
be filled for the unexpired term. The members shall receive no com-
pensation for their services, but shall be reimbursed for necessary
traveling expenses and disbursements for attending meetings and
performing other official duties.

16.

(a)    The Commission of the Maryland Geological Survey shall act
in an advisory capacity to the Director with respect to all matters
within the jurisdiction of or pertaining to the Maryland Geological
Survey.

(b)    The [Commission] Director of the Maryland Geological
Survey shall exercise all the powers and duties conferred upon the
Maryland Geological Survey by law subject to the authority of the
Secretary of Natural Resources, and specifically the Director
shall
exercise general supervision over all matters pertaining to:

(1)    The conduct of topographic, geologic, hydrographic, and
geophysical surveys.

(2)    The preparation of topographic, geologic and other types of
maps to meet specific needs.

(3)    The preparation of reports on the extent and character of
the State's geology, mineral and water resources.

(4)     The Bureau of Mines as set forth in Sections 487 through
674, inclusive, of this article.

(5)    The Division of Archeology as set forth in Sections 110B
through 110K, inclusive, of this article.

(6)    The examination of applicants for certificates of competency
as mine foremen, assistant mine foremen and fire bosses.

(7)    The investigation and recommendation of plans and policies
for the protection of the waterfront of the State against erosion and
deposition, and the cooperation necessary for carrying into effect
plans for the development of the waterfront property of the State.

The [administrative] head of the [Department] Maryland Geo-
logical Survey
is the Director who shall be appointed by the [Com-
