responsibilities, finances, and operations, providing for the power
and duties of the County Commissioners of Calvert County in
relation thereto, and relating generally thereto to the Industrial
Park Authority of Calvert County and its members and operations.

Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 177A to 177J, inclusive, be and they are hereby
added to Article 5 of the Code of Public Local Laws of Maryland,
title "Calvert County," subtitle "Industrial Park Authority," to fol-
low immediately after Section 177 thereof, and to read as follows:

INDUSTRIAL PARK AUTHORITY

177A.

It is declared that a need exists for new and expanded enterprise
to provide enlarged opportunities for gainful employment by the
people of Calvert County and thus to assure the preservation and
betterment of the economy of Calvert County. It is also declared
that it is in the interest of the public welfare and purpose to pro-
mote the operation and diversification of industry, to increase em-
ployment, and to provide a larger taxable base for the economy of
Calvert County. Therefore, the Industrial Park Authority of Calvert
County is created for the purpose of acquiring, constructing, de-
veloping, improving, operating, and managing an industrial park
in the County, including leasing or selling all or part of the land
acquired or to be acquired, and any buildings or appurtenances to be
constructed thereon by the Authority to constitute the industrial park
and thus improve the welfare of the public for the foregoing reasons.

177B.

The County Commissioners of Calvert County from time to time
may appropriate monies and FOR the purpose of acquiring, con-
structing, developing, improving, operating, and managing the In-
dustrial Park of Calvert County by the Industrial Park Authority of
Calvert County. These monies may be taken from general funds
of the County, from the proceeds of any issue of bonds authorized
for this purpose, and from any other grants or payments made to
the County or to the Industrial Park Authority for the purposes of
this subtitle.

177 C.

(a) The Industrial Park Authority of Calvert County hereinafter
called the "Authority" is hereby created and established a body cor-
porate and politic and is constituted a public instrumentality of the
County, and the exercise by the Authority of the powers conferred
by the provisions of this subtitle shall be deemed and held to be the
performance of essential governmental functions. The Authority shall
consist of seven (7) members, appointed by the County Commis-
sioners, subject to the veto APPROVAL of the County delegation to
the General Assembly, for a period of seven (7) THREE (3) years
as herein provided. The membership shall include:

1.    an elected official.

2.    a representative of a financial institution.
