divisions, institutions and agencies of the State, and of all private
associations, corporations or institutions which receive any funds
appropriated by the State for any purpose whatsoever; and to con-
tinuously study and analyze the current progress of revenue receipts
in relation to such needs; and to recommend to the Governor a com-
prehensive budget which will eliminate duplication and conflict.
The Secretary shall project tentative estimates of revenue avail-
able to support the budget. The Secretary shall project such tenta-
tive estimates of future revenues as the Governor shall, from time
to time, direct.
The Secretary shall analyze the revenue structure of the State and
shall evaluate all sources of State revenue. The Secretary shall rec-
ommend to the Governor appropriate changes in the revenue struc-
ture of the State; the Secretary shall recommend to the Governor
new sources of State revenue.

The [Director] Secretary shall have the power to examine any
officer or employee of the above mentioned departments, boards,
commissions, bureaus, divisions, institutions or agencies of the State,
or of any private association, corporation or institution receiving
any funds appropriated by the State as to any and all information
which may be desired, and to examine the books and records of all
such agencies and institutions, if deemed necessary, to aid him in
estimating the needs of such agencies or institutions.

The ([Director] Secretary shall have the power to prescribe the
forms upon which all requests for appropriations are submitted in
such detail as may be indicated, together with any supporting data
that may be desired and these forms shall be returned to the
[Director] Secretary at such time as he shall determine.
21.
(a) It shall be the duty of the [Director] Secretary to prepare a
tentative budget and report for the assistance of the Governor in
the preparation of his budget bills for submission to the Legislature.
Such report shall be classified and in such form and detail as pre-
scribed by Article 3, #52 of the Constitution.
(b) It shall also be the duty of said [Director] Secretary to
include in such tentative budget and report the item or items for
capital improvements.

In the preparation and submission of the budget bill and of any
supplements thereto, except as by law they may specifically be
authorized so to do, the [Director] Secretary and the Governor shall
not change the language or provisions of this Code or of other statu-
tory law of this State.

In the interest of economy and efficiency, it shall be the duty of
the [Director] Secretary to make a complete survey of the operation
and maintenance of all the departments, boards, commissions,
