DUTIES FOR THE DEPARTMENT AS THE ATTORNEY GEN-
ERAL MAY, FROM TIME TO TIME, ASSIGN TO THEM; AND
THE ATTORNEY GENERAL IS HEREBY AUTHORIZED TO
ASSIGN TO THEM, AND EACH OF THEM, THE PERFORM-
ANCE, SUBJECT TO HIS DISCRETION AND CONTROL, OF
ANY OF THE DUTIES WITH RESPECT TO SAID DEPART-
MENT REQUIRED OF HIM BY LAW. ALL SUCH ASSISTANT
ATTORNEYS GENERAL SHALL BE PRACTICING LAWYERS
OF THE STATE OF MARYLAND, IN GOOD STANDING, AND
THEY SHALL RECEIVE SUCH COMPENSATION AS SHALL
BE PROVIDED IN THE STATE BUDGET.

(e)   The Secretary shall be responsible for the budget of the De-
partment of Budget and Fiscal Planning and for the promulgation
of all rules and regulations of the Department.

(f)   The Secretary of Budget and Fiscal Planning shall have a
seal for purposes of authentication of copies of records or papers
in his office.

(g)   The Department of Budget and Procurement and the Office
of Director of Budget and Procurement are hereby abolished. When-
ever the terms "The Department of Budget and Procurement" or
"Director of Budget and Procurement" are used in any provisions
of this Code, or in any other laws, ordinances, resolutions, regula-
tions, or directives, they shall be deemed to mean the Department
of Budget and Fiscal Planning and the Secretary of Budget and
Fiscal Planning, respectively, unless, however, such construction
would be unreasonable. From and after July 1, 1969, all rights,
powers, duties, obligations and functions heretofore conferred upon
or exercised by the Department of Budget and Procurement and the
Director of Budget and Procurement shall be transferred to and be
exercised and performed by the Secretary of Budget and Fiscal
Planning, unless otherwise provided by law. All rules, regulations,
forms, orders and directives promulgated by or in effect for the
Department of Budget and Procurement as of June 30, 1969, shall
continue in force unless and until changed by the Secretary of
Budget and Fiscal Planning.

Sec. 2. And be it further enacted, That Section 16 of Article 15A
of the Annotated Code of Maryland (1957 Edition and 1968 Replace-
ment Volume), title "Budget and Procurement," subtitle "Depart-
ment of Budget and Procurement," be and it is hereby repealed in
its entirety.

Sec. 3. And be it further enacted. That Sections 17, 18, 19, 21.
21A, 22, 23, 23B, 24, 25, 26 and 27 of Article 15A of the Annotated
Code of Maryland (1957 Edition and 1968 Replacement Volume),
title "Budget and Procurement," subtitle "Budget Bureau," be and
they are hereby repealed and re-enacted, with amendments, to be
under the same title but under the new subtitle "Department of
Budget and Fiscal Planning," all to read as follows:
