567.

(a)  Appointment and general duties.—The [Governor] Secretary
of Health and Mental Hygiene
shall appoint twenty-four persons to
an Advisory Council on Hospital Construction to consult with and
advise the [State Board of Health and Mental Hygiene] Secretary
in [its] his administration of a State plan for the construction and
reconstruction of hospital facilities as provided for in said Public
Law 725 of the 79th Congress of the United States.

(b)  Term of office.—The term of office of the appointed members
of the Advisory Council shall be three years.

(c)   Composition and qualifications.—Three members of said Ad-
visory Council shall be appointed from a list of names submitted by
the Medical and Chirurgical Faculty of Maryland; four members
shall be appointed from a list of names submitted by the Hospital
Council of Maryland, Inc., at least two of whom shall be physicians;
one shall be a person who has been an owner or administrator of a
licensed nursing home within the State of Maryland for a period of
not less than three years immediately prior to the date of appoint-
ment and shall be appointed from a list of names submitted by the
Maryland Nursing Home Association, Inc.; one member shall be a
member of the faculty of a graduate school of public health in the
State of Maryland; twelve members shall be representatives of con-
sumers of hospital services selected from among persons familiar
with the need for such services in urban and rural areas; and one
member shall be appointed from a list submitted by the [State
Board] Commissioner of Health [and Mental Hygiene].

(d)   Members ex officio.—In addition to the members so appointed,
the persons holding the following positions shall also serve as mem-
bers of said Advisory Council; the Commissioner of Mental Hygiene
of Maryland; and the commissioner of health of Baltimore City.

Sec. 21. And be it further enacted by the General Assembly of
Maryland,
That Section 606 of Article 43 of the Annotated Code of
Maryland (1957 Edition, 1965 Replacement Volume and 1968 Sup-
plement), title "Health," subtitle "Physical Therapy," be and it is
hereby repealed and re-enacted, with amendments, to read as follows:

606.

The State Board of Physical Therapy Examiners as it existed prior
to June 1, 1968 is hereby continued, except that on and after this
date, the Board shall consist of five members. The Board shall be
part of the Department of Health and Mental Hygiene.
Three mem-
bers of the Board shall be physical therapists who are licensed to
practice physical therapy under this subtitle and who are actively
engaged in physical therapy in the State. Two members of the Board
shall be licensed to practice medicine under the provisions of this
Article. Members of the Board shall be appointed by the Governor
