Sec. 19. And be it further enacted by the General Assembly of
Maryland,
That Sections 499, 500 509 (b) and 511 of Article 43 of
the Annotated Code of Maryland (1957 Edition, 1965 Replacement
Volume and 1968 Supplement), title "Health," subtitle "Chiroprac-
tic," be and they are hereby repealed and re-enacted, with amend-
ments, all to read as follows:

499.

There is hereby created and established a board to be known by
the name and style of the State Board of Chiropractic Examiners,
and said Board shall be composed of three (3) resident course grad-
uated practicing chiropractors of integrity and ability, who shall be
residents of the State of Maryland and who shall have practiced
chiropractic in the State for a period of at least five (5) consecutive
years. The Board shall be part of the Department of Health and
Mental Hygiene and shall file reports of its activities with the Secre-
tary of Health and Mental Hygiene at such times as he shall prescribe.

500.

The Governor of the State of Maryland shall within thirty (30)
days after the taking effect of this Act appoint three (3) chiroprac-
tors, who shall possess the qualifications specified in Section 499, to
constitute the members of said Board. Said members shall be so
classified by the Governor that the term of office of one shall expire
in one year, one in two years and one in three years from the date
of appointment. Annually thereafter the Governor , upon the rec-
ommendation of the Secretary of Health and Mental Hygiene,
shall
appoint one member from a list of five (5) names, including the
incumbent member, which list has been submitted to [him] , upon
the recommendation of the Secretary of Health and Mental Hygiene,
by the Maryland Chiropractic Association, and which member shall
serve for a period of three (3) years. The list of members sub-
mitted to the Governor and Secretary of Health and Mental Hygiene
shall be licensed practitioners and shall possess the qualifications
specified in Section 499. The Governor , upon the recommendation of
the Secretary of Health and Mental Hygiene,
shall fill vacancies in
the Board caused by death or otherwise within sixty days from the
date of such vacancies.

509.

(b) The secretary-treasurer shall keep a true and accurate account
of all funds received and all vouchers issued by the Board, and on
the first day of December of each year he shall file with the [Gov-
ernor of the State] Secretary of Health and Mental Hygiene a re-
port of all receipts and disbursements and the proceedings of said
Board for the fiscal year.

511.

The secretary-treasurer shall, upon entering the performance of
his duties, be covered by a surety bond in accordance with the pro-
visions of Sections 46 through 50 of Article 78A of the Annotated
Code of Maryland. Upon sufficient proof of the Governor of the in-
ability or
