a. To establish general policy for the environmental, physical and
mental health services of the State and its subdivisions.
b. To fully discharge the powers conferred upon [them] him by
the provisions of this Article [.] or other provisions of this Code.
c. To give general supervision to the administration of the health
laws of Maryland and each county and city thereof.
d. To formulate and promulgate, with and on the advice of the
commissioners of health and mental hygiene, rules, regulations, and
standards for the purpose of promoting and guiding the development
of the environmental, physical and mental hygiene services of the
State and its subdivisions. To enforce rules and regulations promul-
gated by the Department [State Board] of Health and Mental
Hygiene.
e. To establish policy for the operations of the departments of
health and mental hygiene to the degree necessary to discharge their
responsibilities, and BY REGULATION OR WRITTEN DIREC-
TIVE to assign and reassign functions, STAFF, FUNDS, responsi-
bilities, duties, powers, and obligations with the advice of the com-
missioners of health and mental hygiene, [to the respective depart-
ments.] from the Department of Health to the Department of Mental
Hygiene, or from the Department of Mental Hygiene to the Depart-
ment of Health, or from either of said Departments to the Office of
the Secretary, or from the Office of the Secretary to either of said
Departments.

The [Board] Secretary of Health and Mental Hygiene shall from
time to time appoint such advisory councils as [it] he deems neces-
sary and assign[s] appropriate functions to them.

From and after July 1, [1961,] 1969, all rights, powers, duties,
obligations and functions heretofore conferred upon or exercised by
the State Board of Health [and] , the mental hygiene advisory board
, and the State Board of Health and Mental Hygiene shall be trans-
ferred to and be exercised and performed by the Secretary [State
Board] of Health and Mental Hygiene and such advisory councils
as are authorized in Section 1G of this Article, which shall also have,
exercise and perform such other rights, powers, duties, obligations
and functions as may now or hereafter be conferred by law. From
and after July 1, [1961,] 1969, the terms [term] "State Board of
Health," "Department of Mental Hygiene," [or] "mental hygiene
advisory board," or "State Board of Health and Mental Hygiene," as
used in this Article or in any part of this Code, or in any other laws,
resolutions, ordinances or regulations of this State, or any depart-
ment, agency or political subdivision thereof shall be deemed to mean
"Secretary ["State Board] of Health and Mental Hygiene," unless,
however, such construction would be unreasonable.
