(b) The Commission shall disseminate information in the interest
of physical fitness programs in this State by publication, advertise-
ment, conferences, workshops, programs, lectures, and other means.
(c) It shall collect and assemble pertinent information and data
available from other departments and agencies of the State
government.
(d) The Commission, with the approval of the Secretary of Health
and Mental Hygiene, may employ professional, technical, clerical
stenographic, and other personnel to carry out its duties and func-
tions within the limits of budgetary appropriations from time to
time. None of the employees or officers of the Commission are sub-
ject to the provisions contained in Article 64A of this Code, title
"Merit System."
(e) The funds for the Commission which are included in the
budget from time to time shall not exceed twenty-five thousand
dollars ($25,000) annually.

(a) The Commission shall meet regularly at the call of the Gov-
ernor, the Secretary of Health and Mental Hygiene, the Executive
Director, or the chairman. Twelve members are a quorum. The Com-
mission shall adopt such rules and regulations as are necessary and
proper to govern its procedure and business.
(b) The Commission shall make an annual report to the Governor ,
[and] the members of the General Assembly, and the Secretary of
Health and Mental Hygiene, including therein suggestions and rec-
ommendations for protecting and improving the physical fitness of
the residents of this State.
344.
(a) The Governor , upon the recommendation of the Secretary of
Health and Mental Hygiene, shall appoint in each county and the
City of Baltimore a local physical fitness commission, each to be com-
posed of from fifteen to twenty-five residents of the particular politi-
cal subdivision. Such appointments shall be made from persons who
have shown an interest in physical fitness. All members of these
commissions shall serve without pay. From time to time the ([Gov-
ernor] Secretary of Health and Mental Hygiene shall name one mem-
ber of each commission as its chairman.
(b) If the federal government or any agency or officer thereof
offers to the State or to any such political subdivision services,
equipment, supplies, materials, or funds by way of gift, or grant for
purposes of physical fitness, the State of Maryland, acting through
the Governor and the Board of Public Works, may accept such offer
and may authorize any officer of the State or of one of the political
subdivisions as the case may be to receive and utilize such aid and
assistance. Similarly, if any other person, firm or corporation offers
to the State or to one or more of the political subdivisions any such
aid or assistance for purposes of physical fitness, the offer may be
accepted and the receiving and use of the aid and assistance may be
authorized with the consent of the Governor and of the Board of
