and regulations to carry out more effectively the terms of the com-
pact. The Compact Administrator is authorized, empowered and
directed to cooperate with all departments, agencies and officers of
and in the government of this State and its subdivisions in facilitat-
ing the proper administration of the compacts or any supplementary
agreement or agreements entered into by this State hereunder.
339.
The Commission on Physical Fitness is created, hereinafter re-
ferred to as the "Commission," for the purpose of protecting and
improving the physical fitness of residents of the State. The Com-
mission shall be part of the Department of Health and Mental
Hygiene.
340.
(a) The Commission consists of twenty-five members including a
chairman, all to be appointed by the Governor upon the recommenda-
tions of the Secretary of Health and Mental Hygiene. They shall be
selected because of their experience or interest in physical fitness
for both youth and adults. Members of the Commission shall serve
without compensation except that they may be reimbursed for neces-
sary travel and other expenses incurred in the performance of their
duties.
(b) The first members of the Commission shall be appointed for
terms as follows: Six members shall be appointed for terms of one
year each; six members shall be appointed for terms of two years
each; six members shall be appointed for terms of three years each;
six members shall be appointed for terms of four years each; and
the chairman shall be appointed for a term of four years. As the
term of each member expires, his successor shall be appointed for
a term of four years except that each member shall serve until his
successor is appointed and has qualified.
(c) Commissioners are eligible for reappointment. Upon the death,
disability, resignation, removal, or refusal to serve of any commis-
sioner, the Governor, upon the recommendation of the Secretary of
Health and Mental Hygiene, shall appoint another qualified person
to the unexpired term.

The [Governor] Secretary of Health and Mental Hygiene, upon
recommendation of the Commission shall appoint an Executive Di-
rector of the Commission. The Executive Director shall serve as
secretary of the Commission and is the chief administrative and
executive officer of the Commission, having general charge of the
work of the Commission under its discretion.
342.
(a) The Commission shall maintain liaison with the State Depart-
ment of Education, county and city boards of education, private and
parochial schools, physical fitness commissions of the several political
subdivisions of this State and comparable agencies in other states or
under the federal government, and it shall consult with and advise
these local commissions on their programs of physical fitness.
