Section 15. Duties of County Executive

Until December 7, 1970, the duties prescribed in Article 5 for the
County Executive shall be performed by the County Manager.

Section 2. Pursuant to Section 5 of Article XI-A of the Maryland Con-
stitution, the foregoing proposed Charter shall be submitted to the voters
of Montgomery County, Maryland at the next general election occurring
after the passage of this enactment and resolution.

(This Charter was adopted by the voters of Montgomery County in
the general election held on November 5, 1968 by a vote of 70,096 to
58,800.)

An Act to authorize and empower the County Council of Wicomico
County, Maryland, to borrow on the faith and credit of Wicomico
County, an amount not exceeding Nine Hundred Thousand Dollars
($900,000.00) and to evidence such borrowing by the issue and sale
of the general obligation coupon bonds of the County, the proceeds
thereof to be used by the County Council of Wicomico County, the
several County Departments involved in capital improvements needed
by the health, recreation, airport, and public works programs and by
the Board of Education of Wicomico County for the construction of
new school buildings, the construction of additions to and improve-
ments of existing school buildings, the equipping of such school build-
ings and grounds and the purchase of school sites. Said expenses to
include, but not being limited to, architectural and engineering fees
and other expenses in conjunction with said programs; prescribing
the procedure for the issuance of said bonds and the terms thereof;
authorizing annual appropriations to pay the principal of and interest
on said bonds and the levying of taxes to meet said appropriations;
providing for the formation of a Wicomico County School Building
Commission to advise said County Council and said Board of Educa-
tion regarding only the expenditure of the proceeds of the said bonds
authorized hereby to be used by the Board of Education of Wicomico
County, Maryland; and providing that the provisions of this Act shall
be separable.

Whereas, the five-year Capital Improvement Budget for Wicomico
County, Maryland, adopted by the County Council of Wicomico County,
Maryland, in Executive Session, under date of January 10, 1968, provides
for a school construction and improvement program during the fiscal year
beginning July 1, 1968, in the amount of One Million Ninety-One Thousand
