2120 MUNICIPAL CHARTERS
Dollars ($1,091,000.00), said budget showing that it is proposed to finance
said program with School Construction Incentive Funds in the amount of
Three Hundred Thousand Dollars ($300,000.00), and funds provided by
the County through the issuance of its bonds in the amount of Seven
Hundred Ninety-One Thousand Dollars ($791,000.00); and
Whereas, the aforesaid five-year Capital Improvement Budget, adopted
as aforesaid, also provides for the construction and purchase during the
fiscal year beginning July 1, 1968, of various essential public improve-
ments in the amount of One Hundred Seven Thousand, Five Hundred Dol-
lars ($107,500.00); and
Whereas, the County Council of Wicomico County, Maryland, deems
that said School Construction and Improvement Program and said Public
Improvements are necessary to the welfare of Wicomico County, Mary-
land, and that the financial resources of the County are ample, with the
limitations as prescribed by the Charter of Wicomico County, Maryland,
to permit the borrowing of the sum required therefor.
Section 1. BE IT ENACTED BY THE COUNTY COUNCIL OF
WICOMICO COUNTY, MARYLAND, IN LEGISLATIVE SESSION,
that in order to provide the funds required to enable Wicomico County,
Maryland, to finance the cost of the Public Improvement Projects for the
ensuing fiscal year in the Capital Improvement Budget of the County
Council adopted January 10, 1968, and in order to provide the funds
required to enable the Board of Education of Wicomico County to finance
the cost of school projects approved for the ensuing fiscal year in Schedule
1-A of the Capital Improvement Budget of the County, adopted January
10, 1968, Wicomico County, Maryland, is hereby authorized and empow-
ered, by Ordinance of the County Council passed in Executive Session, to
borrow not exceeding Nine Hundred Thousand Dollars ($900,000.00), and
to evidence said borrowing by the issue and sale at public sale, as herein-
after provided, of the general obligation serial maturity coupon bonds of
Wicomico County, Maryland, in like par amount.
Section 2. AND BE IT FURTHER ENACTED, that with respect to
the public improvement projects and school projects listed below, the word
"cost" as used in Section 1 hereof shall, unless more particularly limited in
this Section, include land and right-of-way acquisition and development;
construction of new buildings and schools or additions to, or improvements
of, existing buildings and schools; construction or provision of facilities
related or appurtenant to said schools or facilities; architect's, engineer's
or other professional fees and expenses incurred in connection with any
such public, improvement or school project or the financing thereof; equip-
ment of, and pedagogical material for, any school project herein. The total
funds to be appropriated or used to pay the cost of such public improve-
ments and school projects in the ensuing fiscal year, as provided in said
Capital Improvement Budget, shall be allocated among the following im- |
