Section 4. Compensation of County Council
Until otherwise prescribed by the Council by law, compensation of
members of the Council shall be as prescribed by Article 1, Section 4 of
the Charter in effect prior to December, 1968.
Section 5. Effective Date of Legislation
Prior to December 7, 1970, emergency legislation shall take effect
upon enactment. All other legislation shall take effect seventy-five days
following the date on which it is enacted, unless a later date is prescribed.
Section 6. Referendum Procedure
A petition to refer legislation prior to December 7, 1970, shall be
filed within seventy-five days following the date on which the legislation
is enacted by the Council.
Executive Branch
Section 7. Delayed Effect of Certain Sections
Sections 201 through 203 and Sections 205 through 211 shall become
effective on December 7, 1970, but a County Executive shall be elected
pursuant to Sections 202 and 203 in 1970. Until December 7, 1970, the
Council shall continue to exercise all executive powers vested in it by the
Charter in effect prior to December 5, 1968.
Section 8. County Manager
Until December 7, 1970, the County Manager shall continue to
exercise all the duties and powers vested in him by the Charter in effect
prior to December 5, 1968.
Section 9. Continuation of Appointment Powers
Until December 7, 1970, appointment, fixing of compensation and re-
moval of the County Manager, County Attorney, heads of departments
and all other County employees shall be as prescribed by the Charter in
effect prior to December 5, 1968.
Section 10. Reorganization of the Executive Branch
Only the provision of Section 217 that the Council may prescribe by
law for the organization of the Executive Branch of County government
shall become effective prior to December 7, 1970.
Finance
Section 11. Delayed Effect of Certain Sections
Section 306 shall become effective on December 7, 1970.
Section 12. Functions of County Manager
Until December 7, 1970, the County Manager shall perform the duties
prescribed for the County Executive in Article 3, except for the power of
veto.
Section 13. Six-Year Programs
The requirement in Section 302 for the submission of six-year pro-
grams shall not become effective until February 15, 1970.
Merit System
Section 14. Reference to County Executive or Chief Administrative Officer
Until December 7, 1970, reference to the County Executive or Chief
Administrative Officer in Sections 401, 402 and 406 shall mean the
County Manager.
