acquisition of transit facilities (as defined in this subsection or as may be
denned in Chapter 870 of the Laws of Maryland of 1965, as the same may
be amended from time to time) in the Washington Metropolitan area, or
as provided by said Chapter 870 of the Laws of Maryland of 1965, as
amended from time to time.

Section 2. Sections 2-111 through 2-119, inclusive, of the Montgomery
County Code 1965, as amended, and each and every part of such sections,
excepting therefrom only subsections (a), (b) and (c) of Section 2-111,
be and they are hereby incorporated in this Act, by reference, as a part
hereof, it being the intention of the County Council that said sections
shall be applicable in all respects to the borrowing of money, the issuance
of bonds, the application of the proceeds of such bonds, and the levy of
unlimited ad valorem taxes for the payment of the principal and interest
of the bonds authorized by this Act.

Section 3. The powers granted by this Act are additional and cumu-
lative and the bonds authorized by this Act may be issued notwithstanding
that other bond acts or laws may provide for the issuance of other bonds or
the borrowing of money for the same or similar purposes on the same or
other terms and conditions.

Section 4. This Act shall take effect August 15, 1968.

Chapter 4
(Bill No. 10)

An Act to add new Section 14-18A to Chapter 14 of the Montgomery
County Code 1965, title "Licensing and Regulation Generally," to
follow immediately after Section 14-18 thereof, and to be titled
"Closing-Out Sales," so as to provide the County Council with the
authority to license, by ordinance, any sale in connection with which
there is any sale for reasons of economic or business distress, or
inability to continue business for any reason, and matters relating
thereto.

BE IT ENACTED BY THE COUNTY COUNCIL FOR MONTGOMERY
COUNTY, MARYLAND, that

Section 1. Section 14-18A, title "Closing-Out Sales," be and is hereby
added to Chapter 14 of the Montgomery County Code 1965, to follow imme-
diately after Section 14-18 thereof, and to read as follows:

14-18A. Closing-Out Sales.

The County Council is hereby authorized and empowered to adopt and
amend, by ordinance, any regulation concerning the licensing and conduct
of any sale which is advertised to be a termination of business or a cessa-
tion of the operation of said business, or a transfer to a new name or any
other such sale in connection with which there is any representation by the
individual, partnership, voluntary association or corporation conducting
such sale, that the sale is being conducted, or is required or compelled to be
conducted, for reason of economic or business distress, or inability to
continue business for any reason; or any other expression or characteriza-
tion closely similar to any of the foregoing and calculated to convey to the
public the information or belief that upon the disposal of the goods to be
placed on sale, the business being conducted at an
