pay the further sum of five dollars covering the license for the then current
year, and thereafter shall pay each year the sum of ten dollars for a
renewal of the license. A certified copy of the license must be carried in
each towing vehicle when in use, and such copies may be obtained on
payment of a fee of one dollar each.

18-35. Charges.

(a)    Every person engaged in towing disabled vehicles shall, at the
time of his application for a license, file with the [Director] Chief of
[public safety] Police a schedule setting forth his charges for towing
and for any services incident to towing.

(b)    Such charges may be measured by mileage, time and type of
service and stated clearly on the application for a towing license filed by
the person engaged in the towing business; and the charges there stated
shall not be changed without the filing with the [Director] Chief of
[public safety] Police of an amended schedule showing the changes pro-
posed. The [Director] Chief of [public safety] Police, upon receiving
any such proposed schedule of changes, shall have the authority to reject
it when the charges proposed are, in his opinion, excessive for the service
to be performed. In such cases, he shall return the proposed schedule to
the person engaged in the towing business, with suitable notification of
his reasons for rejecting it.

18-37. [Director of Traffic Engineering] Chief of Police.

The [Director] Chief of [public safety] Police of Baltimore County
shall retain in his office a current list of all the duly licensed towing
operators. Whenever the services of a towing vehicle shall be required and
a request is made to the [director's office] Chief of Police for the provid-
ing of such services the [director] Police Chief, or his representative, shall
have dispatched to the place where the services are required a vehicle
operated by that towing operator whose place of business is closest to the
scene of the accident. In the event the towing operator who is closest to the
scene of the accident does not then have a towing vehicle available for
service, the [director] Police Department shall call the next closest tow-
ing operator and so on until a towing vehicle has been secured. Nothing
herein contained shall be construed as interfering, in any way, with the
right of any person to call a towing operator of his own choice to send a
towing vehicle to the scene of an accident; provided, however, that such
disabled vehicle shall not be removed except in compliance with Sections
18-33(a) of this subtitle; unless the vehicle is obstructing traffic, in
which event the Department of [public safety] Police Department shall
remove the vehicle, as herein provided, from the scene, which removal
shall subject the owner thereof to the fees prescribed in Section 18-43 of
this subtitle. Provided, however, that no person, firm or corporation
