BALTIMORE COUNTY                               2047

Chief of [public safety] Police of Baltimore County, a bond in the amount
of five thousand dollars to save harmless the owner of any automobile or
any property damage occurring thereto, during the time that it shall be in
the possession of the towing company.

18-43. Delivery of vehicle.

A towing company acquiring custody and control of a vehicle, pur-
suant to the provisions of this subheading, shall deliver custody and control
thereof to the [Director] Chief of [public safety] Police, within twenty-
four hours after acquiring said vehicle, by delivering the same to the
closest licensed storage lot, unless a signed agreement to the contrary is
executed by the Owner of the vehicle, whereupon it may be delivered to a
place of storage authorized by said owner, which complies with the zoning
regulations of Baltimore County. If the vehicle is delivered into the
custody and control of the [Director] Chief of [public safety] Police,
he shall have the responsibility for the safety of the vehicle while in his
custody and control. Provided, however, that nothing herein contained
shall be construed to prevent the owner of a vehicle, or his duly authorized
agent, from acquiring or re-acquiring custody and control of the owner's
vehicle upon payment to the towing company or to the [Director] Chief
of [public safety] Police, as the case may be, of the prescribed fee which
has been established in the schedule filed with the [Director] Chief of
[public safety] Police.

18-44. Violations.

Any person who shall violate any of the provisions of this subheading
shall be subject to a penalty of one hundred dollars for each offense,
recoverable with costs. In addition, the [Director] Chief of [public
safety] Police shall have the power to revoke or suspend the license of any
person licensed to engage in the towing business who shall violate any of
the provisions of this subheading or any rules or regulations promulgated
pursuant hereto or who shall fail to comply with any of the provisions and
terms of any towing agreement executed pursuant to this subheading. Any
person whose license has been revoked or suspended by the [Director]
Chief of [public safety] Police shall have the right to file an appeal within
fifteen days thereafter for a hearing in the matter to the County Board of
Appeals, and such Board is hereby vested with jurisdiction to take testi-
mony and examine into the facts of the case and to determine whether
such revocation by the [Director] Chief of [public safety] Police was
justified.

18-48. Parking Meter Zones.

Subject to Section 18-62, the Department of [Public Safety] Traffic
Engineering
with the approval of the County Administrative Officer, is
hereby authorized, by regulation, to establish and from time to time,
to change the location of parking meter zones within the specified parking
