that any contract for the removal or storage of impounded motor vehicles
shall be entered into pursuant to the provisions of the purchasing act of
Baltimore County.
(d) To defray the cost of removing or towing any such vehicle and
of storing the same, the [Director] Chief of [public safety] Police is
authorized to adopt and from time to time amend a schedule of reasonable
charges to be paid by the owner of any impounded vehicle before it may be
delivered to him. Provided, however, that such charges shall be in addi-
tion to any fine or other penalty imposed for the violation of any traffic
law or regulation.
18-29.2. Disabled veterans, special parking permits.
Disabled veterans who have been granted automobiles under fed-
eral law, and paraplegic and leg or foot amputees veterans who (a) have
been certified as such by the Veterans Administration and (b) are quali-
fied to drive in accordance with the motor vehicle laws of Maryland, shall
have the right to park their vehicles, without limitation as to time, in the
areas where parking is permitted for limited periods of time, provided
there is attached to each vehicle so parked a special parking permit as
hereinafter authorized. The said veterans shall also be permitted to park
their vehicles in other areas where overtime parking would not create a fire
hazard or where the normal flow of traffic would not be impeded by such
parking, such areas to be designated by the Director of [public safety]
Traffic Engineering of Baltimore County. Provided, however, that no per-
mit issued under the authority of this Section shall authorize such veteran
to park his vehicle on any street on which vehicles may be impounded or
on any boulevard or through street. The Director of [public safety]
Traffic Engineering or his nominee is hereby authorized to furnish
each of the aforesaid disabled veterans a special parking permit privilege
after proper identification has been submitted by each of said veterans
so requesting special parking permits. Paraplegic and leg or foot amputee
employees of Baltimore County shall enjoy the same special parking park-
ing permit privilege as is herein granted to certain veterans. Any permits
granted under the authority of this section shall be used only by the per-
sons in whose names the permits are issued. Any person violating the
provisions of this section shall be subject to a penalty of not less than
twenty-five dollars.
18-29.3. County owned parking lots, regulations.
It shall be unlawful for any person to park a vehicle at any time
or to permit a vehicle to be parked at any time on any county parking lot
contrary to the limitations and restrictions imposed in any sign conspic-
uously posted on said parking lot as hereinafter provided. The Traffic
Engineer shall cause signs to be posted on all county owned parking lots
where parking is limited, indicating such limitations. The Director of
[public safety] Traffic Engineering is hereby granted full power and
