Sec. 10-28. Application of title.
The provisions of this title shall not apply to any electric light com-
pany, electric railway company, steam railway company, telegraph or
telephone company, nor to those performing electrical work for such com-
panies where the electrical work is an integral part of the plant or service
used by such company in rendering their authorized service to the public.
Sec. 10-29. Penalty.
Any violation of the provisions of this title or regulations adopted
pursuant to this title shall be a misdemeanor, punishable by a fine not to
exceed one hundred dollars or by imprisonment not to exceed thirty days,
or both fine and imprisonment. Any person who shall violate such provi-
sions or regulations shall be deemed guilty of a separate offense for every
day that such violation shall continue.
Section 3. And be it further enacted, That this Act shall take effect
forty five days after its enactment.
SECTION 3. AND BE IT FURTHER ENACTED, THAT THIS
ACT IS HEREBY DECLARED TO BE AN EMERGENCY MEASURE
AFFECTING THE PUBLIC HEALTH, SAFETY OR WELFARE, AND
HAVING BEEN PASSED BY THE AFFIRMATIVE VOTE OF FIVE
MEMBERS OF THE COUNTY COUNCIL, THE SAME SHALL TAKE
EFFECT FROM THE DATE OF ITS ENACTMENT.
