ELKTON                                          1939

office of Mayor and Commissioner; and all citizens of the United States
above 21 years of age who are bona fide residents of the annexed area
and who shall be duly registered in accordance with the requirements of
the charter of the Town of Elkton, shall be entitled to vote for said Mayor
and Commissioners; this provision shall only apply to citizens of the area
annexed at the date this Resolution legally becomes effective. From and
after that date any citizens moving into the annexed area and/or buying
property in said area, shall be subject to the charter provisions of the
Town of Elkton relating to officers and voters and their qualifications.

Section 4. AND BE IT FURTHER RESOLVED that the Mayor and
Commissioners of the Town of Elkton will hold a public meeting in regards
to the enactment of this Resolution on Thursday, December 19, 1968 at
8:00 p.m. in the Town Hall of the Mayor and Commissioners of the
Town of Elkton, Maryland.

Section 5. AND BE IT FURTHER RESOLVED that the date of
adoption of this Resolution is November 6, 1968, and the amendment to
the charter of the Town of Elkton by the Mayor and Commissioners of
Elkton hereby proposed by this enactment shall become effective forty-five
(45) days after final enactment, unless a proper petition for a referendum
hereon shall be filed as permitted by law, provided a complete and exact
copy of this Resolution shall be posted in the Town Hall of Elkton until
December 19, 1968, and PROVIDED, FURTHER, that a copy of the title
of this Resolution shall be published in the "Cecil Whig," or "Cecil
Democrat," a newspaper of general circulation in the Town of Elkton,
once in each of the weeks of November 13th, 20th, 27th and December
4th, 1968.

Section 6. AND BE IT FURTHER RESOLVED that the Mayor of
the Commissioners of the Town of Elkton be and he is hereby specifically
enjoined and instructed to carry out the provisions of Section 5 hereof,
and, as evidence of said compliance, the Mayor and Commissioners of the
Town of Elkton shall cause to be affixed to the minutes of this meeting
appropriate certificates of publication of the newspaper in which the title
of this Resolution shall have been published and shall declare the charter
amendment hereby enacted to be effective by affixing his signature hereto
in the space provided on the effective date hereof.

Section 7. AND BE IT FURTHER RESOLVED that as soon as the
charter amendment hereby enacted shall become effective, either as herein
provided or following a referendum, the Mayor and the Commissioners of
the Town of Elkton shall send separately, by Registered Mail, to the
Secretary of the State of Maryland, and to the Department of Legislative
Reference the following information concerning the charter amendment:
(1) The complete text of Section 180A of the Code of Public Local Laws
of Cecil County (1953 Edition) as hereby enacted; (2) The date of the
referendum election, if any, held with respect thereof; (3) The number
