20A. Rules and Regulations.

The Board may adopt and promulgate, and from time to time amend
or modify, such rules or regulations as are reasonably neces-
sary to carry out and make effective the provisions and purposes of
this Article,
INCLUDING RULES AND REGULATIONS GOVERN-
ING THE UTILIZATION BY LICENSED DENTISTS OF DENTAL
ASSISTANTS PERFORMING INTRA-ORAL PROCEDURES.
PERSONS LICENSED TO PRACTICE DENTISTRY IN THE
STATE OF MARYLAND MAY ASSIGN TO QUALIFIED DENTAL
ASSISTANTS PROCEDURES THAT DO NOT REQUIRE THE
PROFESSIONAL COMPETENCE OR SKILL OF LICENSED
DENTISTS, SUBJECT TO SUCH RULES AND REGULATIONS
AS THE BOARD MAY PRESCRIBE. THE PERFORMANCE OF
ANY INTRA-ORAL TASK BY A DENTAL ASSISTANT SHALL
BE UNDER THE DIRECT SUPERVISION OF A LICENSED
DENTIST PERSONALLY PRESENT IN THE OFFICE AREA IN
WHICH THE DUTIES ARE ASSIGNED.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

CHAPTER 63
(Senate Bill 97)

AN ACT to repeal Section 117(b) of the Code of Public Local Laws
of Calvert County (1963 Edition, being Article 5 of the Code of
Public Local Laws of Maryland), title "Calvert County," subtitle
"County Commissioners," and to enact new Section 117(b) in lieu
thereof, to stand in the place of the section so repealed, requiring
the County Commissioners of Calvert County to give public notice
before opening bids on contracts or purchases costing over
$1,000. and further providing that such contracts and purchases
shall be awarded on the basis of bids after due public notice.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 117(b) of the Code of Public Local Laws of Calvert
County (1963 Edition, being Article 5 of the Code of Public Local
Laws of Maryland), title "Calvert County," subtitle "County Com-
missioners," be and it is hereby repealed and new Section 117(b)
be and it is hereby enacted in lieu thereof, to stand in the place of
the section so repealed and to read as follows:

117.

(b) Any single purchase or contract involving an expenditure,
in whole or in part, of county funds which exceeds one-thousand
dollars ($1,000.) shall be purchased by a bid procedure from the
lowest responsible bidder after public notice inviting proposals has
been given by the County Commissioners. The notice shall be by
advertisement in one or more newspapers published in the county
for a period of three consecutive weeks prior to the reception of bids.
