The notice shall state that in not less than three weeks in the future,
the Board will meet in public session to receive bids for the purchase
or contract. The notice shall also state the time for and place of the
meeting. However, in the event of circumstances deemed by the
County Commissioners to constitute an emergency, they may proceed
with the purchase or contract without following the procedure estab-
lished above in this subsection; and at the same time in this event
they shall explain in a public statement the circumstances deemed
to constitute the emergency.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

CHAPTER 64
(Senate Bill 110)

AN ACT to add a new Section 43 (e) to Article 40 of the Annotated
Code of Maryland (1965 Replacement Volume and 1968 Supple-
ment) , title "General Assembly," subtitle "Prefiling of Legislative
Bills," to follow immediately after Section 43 (d) thereof, pro-
viding a final date for submitting prefiled bills.

Section 1. Be it enacted by the General Assembly of Maryland,
That a new Section 43 (e) be and it is hereby added to Article 40
of the Annotated Code of Maryland (1965 Replacement Volume and
1968 Supplement), title "General Assembly," subtitle "Prefiling of
Legislative Bills," to follow immediately after Section 43 (d) there-
of, and to read as follows:

(e) The final date for submitting a prefiled bill to the Department
shall be December 15 prior to any regular session of the General
Assembly.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.
