and I DO CERTIFY, that at said election 24,974 votes were cast
in favor of the adoption of Chapter 732 of the Acts of 1967, and
32,925 votes were cast against the adoption of Chapter 732 of the
Acts of 1967, the said Act has therefore failed of ratification.

I, C. Stanley Blair, Secretary Of State Of The State Of
Maryland, pursuant to the direction contained in Section 23-11 (c)
of Article 33 of the Annotated Code of Maryland, (1957 Edition),
Do Hereby Certify, that at the General Election held in the State of
Maryland on November 5, 1968, an Act known as Chapter 108 of the
Acts of 1968, was submitted to the voters of Howard County under
the provisions of Chapter 108 of the Acts of 1968, said Act being
as follows:

"An Act to provide that at the general or congressional election
in Howard County in November 1968, there shall also be a
primary election for selecting candidates for election to the
County Council and for County Executive of Howard County,
in conjunction with the vote on a proposed new charter under
Article 11A of the Constitution, and relating generally to
the requirements and details for this primary election."

and I DO certify, that at said election 6,912 votes were cast in
favor of adoption of Chapter 108 of the Acts of 1968, and 5,172
votes were cast against adoption of said Chapter 108 of the Acts of
1968, the said Act has therefore been ratified by a majority of the
votes of Howard County.
