34.

(a) All members of all volunteer fire companies in Caroline,
Kent, Howard and Anne Arundel counties, and all members of all
rescue squads in Caroline, Kent and Anne Arundel counties, while
going to or returning from or fighting a fire or while engaged as a
member of any ambulance, first aid or rescue squad created within
such fire companies shall be deemed workmen for wages and en-
gaged in extra-hazardous employment within the meaning of this
article.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

CHAPTER 46
(House Bill 511)

AN ACT to repeal and re-enact, with amendments, Section 20(h-l)
(v) of Article 2B of the Annotated Code of Maryland (1968
Replacement Volume), title "Alcoholic Beverages," subtitle "Beer,
Wine and Liquor Licenses," to delete the ten per cent (10%) above
invoice price of certain liquor and wines sold by the Garrett
County liquor control board.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 20(h-l)(v) of Article 2B of the Annotated Code of
Maryland (1968 Replacement Volume), title "Alcoholic Beverages,"
subtitle "Beer, Wine and Liquor Licenses," be and it is hereby re-
pealed and re-enacted, with amendments, to read as follows:

20(h-l).

(v) It shall be the duty of the Garrett County liquor control
board before issuing any license hereunder to determine whether the
business to be operated by the prospective licensee is likely to enhance
the recreational, business and economic development of the county.
If the liquor control board in its discretion determines that the
issuance of such a license will not enhance such development within
the county, it shall reject the application for such license.

Provided that any such club or organization shall purchase all
liquor and wines from the Garrett County liquor control board, and
shall be charged therefor, the invoice price of the liquor control
board plus freight charges thereon, and plus 20% of such aggregate
invoice price and freight charges from time to time. [; provided,
however, when said purchase is of at least one case of any product
or a combination of products offered for sale, then the price charged
for said case shall be the actual cost of same to the Garrett County
liquor control board plus ten per cent (10%) thereof and freight
charges.]

Sec. 2. And be it further enacted, That this Act is hereby declared
to be an emergency measure and necessary for the immediate pres-
