Whereas, he was incarcerated pursuant to said sentences begin-
ning March 31, 1966 in the Montgomery County Detention Center
where he remained approximately two weeks at which time he
was transferred to the Maryland Penitentiary, and
Whereas, he remained incarcerated at the Maryland Penitentiary
until July 1967 when he was transferred to the Maryland House of
Correction where he remained until his release on March 29, 1968,
thereby making a total incarceration of two (2) years, and
Whereas, the said Stanley M. Gorski was innocent of the charges
for which he had been convicted, and
Whereas, he was released only after he had proven his innocence
and another person had confessed to the crimes for which he had
been convicted, and
Whereas, as a result of his wrongful convictions he was deprived
of his liberty for a space of two (2) years, suffered in his health,
suffered great humiliation and indignities and suffered other in-
juries and hardships, and
Whereas, there is no procedure for Stanley M. Gorski to sue the
State of Maryland as a result of his wrongful incarceration and
injuries, the State of Maryland should in fairness and justice com-
pensate him as his injuries and damages were due to his wrongful
incarceration at the hands of the State of Maryland, and
Whereas, there is a clear obligation here of the State of Maryland
to reimburse Mr. Stanley M. Gorski in the amount of $35,000.00,
now, therefore, be it
Resolved by the General Assembly of Maryland, that after hearing
a full report of the circumstances surrounding the incarceration
of Stanley M. Gorski and after considering the legal liabilities and
equities of the case it is the sense of the General Assembly that the
Governor be requested to insert into the supplemental budget an item
in the amount of $35,000.00, as reimbursement for the injuries and
deprivation of liberty incurred by Mr. Stanley M. Gorski, and be it
further
Resolved, that copies of this Resolution be sent to the Governor
of Maryland.

House Joint Resolution requesting the Governor to appoint a Com-
mission to investigate and study the methods by which Maryland's
foods and restaurants can be made more attractive for purposes
relating to tourism, and to submit a report of its recommenda-
tions to the State Legislature.
