MARVIN MANDEL, Governor                        1755

Resolved by the General Assembly of Maryland, That Congress
be urged to develop a method of Federal financing for airports and
to establish guidelines for State and local subdivisions to follow in
the expansion of airports to cope with the fast developing air in-
dustry; and be it further

Resolved, That copies of this Resolution be sent to the Speaker
of the House of Representatives, the President of the United States
Senate, the United States Senators from Maryland, and the Mary-
land members of the House of Representatives.

(House Joint Resolution 18)

House Joint Resolution directing the University of Maryland to
establish a comprehensive program of courses in natural resource
management.

The ever-expanding population in the Eastern United States has
caused pressure to bear on the conservation of Maryland's natural
resources. This expansion has also increased the importance of the
State's assuring the best possible management of its invaluable
natural resources. The State has recognized this need and has estab-
lished the Department of Water Resources and the Board of Natural
Resources and strengthened the Departments of Chesapeake Bay
Affairs, Forests and Parks, the Game and Inland Fish Commission,
the Maryland Geological Survey, and the Division of Environmental
Health of the Department of Health.

Unfortunately these agencies have found it difficult to work up to
maximum efficiency because of the insufficiency of trained personnel.
This personnel problem results from the lack of persons trained in
natural resource management in the State. This deficiency is caused
by the non-existence of college and graduate courses in natural
resources management in the public and private colleges of the State.
These agencies are forced to look to states like Michigan, where the
state university has an excellent program in this area, to fill these
positions; therefore, be it

Resolved by the General Assembly of Maryland, That the Board
of Regents of the University of Maryland is directed to formulate
and establish a comprehensive program of courses in natural re-
sources management in order to meet the needs of the State; and be
it further

Resolved, That copies of this Resolution be sent the Chairman and
the members of the Board of Regents of the University of Maryland
and the President of the University.
