1754                            JOINT RESOLUTIONS

No. 24
(House Joint Resolution 7)

House Joint Resolution requesting the Department of Forests and
Parks to consider facilities for horseback riding in their plans
for park development.

Whereas, There are thousands of pleasure horse riders in the
State of Maryland; and

Whereas, There is presently no plan for providing facilities for
pleasure riding in the State parks; and

Whereas, The establishment of facilities for horse riding in the
State parks would attract many persons to the State and therefore
increase the tourism business in Maryland; therefore, be it

Resolved by the General Assembly of Maryland, That the Depart-
ment of Forests and Parks is requested to consider facilities for
horseback riding in their plans for park development; and be it
further

Resolved, That copies of this Resolution be sent to the Director
of the Department of Forests and Parks, and the Chairman and
members of the Forests and Parks Commission.

(House Joint Resolution 15)

House Joint Resolution requesting Congress to develop a method of
Federal financing and establish guidelines for State and local sub-
divisions to follow in expansion of airports to cope with the fast
developing air industry.

Whereas, The fast growth of air traffic is putting a strain on
metropolitan airports even before the expected arrival in the 1970's
of the jumbo jets and supersonic airliners; and

Whereas, The Federal government has a responsibility to help
state and local governments in the planning, construction, develop-
ment and improvements of the nation's airports; and

Whereas, There should be a common agreement reached in the
near future on the ways to achieve better utilization of existing air-
port facilities and to finance the development and construction of a
national airport system adequate to meet the needs of commercial
and general aviation in the next decade, in order to avert an im-
pending crisis of safety and convenience at the nation's airports; and

Whereas, The crisis and challenge facing aviation today can only
be met by launching immediately a massive construction program
to build new and safer airports for airline passengers and general
aviation; now, therefore, be it
