are located, composition of student bodies, and program needs, and
that quality of educational programs is dependent upon diversity
as well as uniformity; and

Whereas, The General Assembly believes that through the estab-
lishment of Boards for each of the individual State Colleges to pro-
vide guidance, counsel, and assistance to the Presidents and the State
Board of Trustees, even greater development will be achieved; now,
therefore,

Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 165-1 be and it is hereby added to Article 77 of
the Annotated Code of Maryland (1965 Replacement Volume and
1968 Supplement), title "Public Education," subtitle "Chapter 13.
State Colleges," to follow immediately after Section 165 thereof, and
to read as follows :

165-1.

(a)  Boards of Visitors established. A Board of Visitors is estab-
lished for each of the Colleges under the control of the Board of
Trustees of the State Colleges.

(b)   Composition of Boards. Each Board of Visitors shall consist
of nine members, seven citizens of the State to be appointed by the
Governor and two students of the College to be appointed by the
President after consultation with the faculty and appropriate student
organizations.

TO BE ELECTED BY THE FACULTY OF THE COLLEGE, AND
ONE STUDENT OF THE COLLEGE, TO BE ELECTED BY THE
STUDENT BODY OF THE COLLEGE.

(c)   Qualifications of Members.Members shall be appointed on
the basis of their character and fitness, interest in higher education,
and knowledge of the problems of education and the institution. In-
cluded in the seven members to be appointed by the Governor shall be
representatives of the community, the faculty, and the alumni.

(d)   Term of Office.Initially, four of the seven members ap-
pointed by the Governor shall serve terms of from one to four years
respectively, and three shall be appointed for initial terms of five
years each. Thereafter, all terms of office for these members shall be
five years. Student members shall serve one year terms. Members of
the Board are eligible for reappointment, but none shall serve more
than ten years. Otherwise, each member shall serve until his suc-
cessor qualifies. In the case of a vacancy the designated authority
shall appoint a successor for the unexpired term.

(e)   Compensation.The members of the Board shall serve without
compensation. -, but they shall be reimbursed for their reasonable
and necessary expenses while engaged in the
