Volume), title "Courts," subtitle "Circuit Courts for the Counties—
Court Stenographers," authorizing the circuit courts of the second
judicial circuit to regulate bail bonds filed in their respective
counties, including the qualifications and fees of bondsmen.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 30A of Article 26 of the Annotated Code of Maryland
(1966 Replacement Volume), title "Courts," subtitle "Circuit Courts
for the Counties—Court Stenographers," be and it is hereby repealed
and re-enacted, with amendments, to read as follows:

30A.

The circuit courts for each [county] of the counties of the second
and
seventh judicial [circuit] circuits are authorized to prescribe
by rule of court the terms and conditions of bail bonds filed in the
circuit court or with any inferior court, trial magistrate or justice
of the peace in or for each county respectively. The power granted
herein includes but is not limited to prescribing the qualifications
of and fees charged by bondsmen. Violations of any rule of court
promulgated hereunder shall be considered contempt of court and
punished as for contempt.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

CHAPTER 799
(Senate Bill 693)

AN ACT to add a new Section 165-1 to Article 77 of the Annotated
Code of Maryland (1965 Replacement Volume and 1968 Supple-
meat), title "Public Education," subtitle "Chapter 13. State Col-
leges," to follow immediately after Section 165 thereof, providing
for a Board of Visitors at each college under the control of the
Board of Trustees of the State Colleges, making general provision
for the membership, tenure, organization, duties, responsibilities,
operations and powers of each Board of Visitors and relating
generally to Boards of Visitors at the several colleges under the
control of the Board of Trustees of the State Colleges.

Whereas, The State of Maryland has established an organizational
framework to assure the orderly growth and over-all development of
a system of public higher education throughout the State, which
framework includes a system of State Colleges governed by a single
Board of Trustees; and

Whereas, The General Assembly of Maryland recognizes that ex-
tensive and uniform growth of programs and quality of education
has been achieved under the direction of the Board of Trustees; and

Whereas, It is further recognized that the various State Colleges
under the control of the Board of Trustees are widely separated geo-
graphically and disparate with respect to communities in which they
