(1965 Replacement Volume), title "Public Works," subtitle "Board
of Public Works," subheading "Sale or other disposition of State
property or rights," be and it is hereby repealed and re-enacted,
with amendments, to read as follows:

78A.

15. Any real or personal property of the State of Maryland or
of any board, commission, department or agency thereof, and any
legal or equitable rights, interests, privileges or easements in, to,
or over the same, may be sold, leased, transferred, exchanged,
granted or otherwise disposed of to any person, firm, corporation,
or to the United States, or any agency thereof, or to any board,
commission, department or other agency of the State of Maryland
for a consideration adequate in the opinion of the Board of Public
Works, or to any county or municipality in the State subject to such
conditions as the Board of Public Works may impose. If said real
or personal property of the State of Maryland, disposed of here-
under, or any legal or equitable rights, interests, privileges or ease-
ments in, to, or over the same is under the jurisdiction or control
of any board, commission, department or other agency of the State,
the deed, lease or other evidence of conveyance of any such property
or right or interest therein, disposed of hereunder, shall be executed
on behalf of such board, commission, department or agency of the
State, by the highest official thereof, and by the Board of Public
Works, and if any of said real or personal property of any legal
or equitable rights, interests, privileges or easements in, to, or
over the same, disposed of hereunder, is not under the jurisdiction
or control of any particular board, commission, department or other
agency of the State, the deed, lease or other evidence of conveyance
of said property or interest therein shall be executed by the Board
of Public Works only; provided, however, that whenever any State
department, agency or commission leases State-owned property
under its jurisdiction and control to any State employee, agent,
servant or other individual in State service for purposes of per-
mitting such person to maintain a residence therein, such lease shall
be executed by the department, agency or commission having such
control or jurisdiction over such property, and, additionally, shall
be approved by the budget Director, which approval shall be a con-
dition precedent to the validity of the lease [.]; and provided further
that any conveyance of ground rent redemption deeds, release or
reassignment of mortgages, satisfactions or reassignment of notes,
titled "State of Maryland for the use of the Teachers' Retirement
System of the State of Maryland," or "State of Maryland for the
use of the Employees' Retirement System of the State of Maryland,"
or "State of Maryland for the use of the State Police Retirement
System of the State of Maryland" shall be executed in the manner
provided by the laws governing said Retirement System.
All such
conveyances
