federal, state and local agencies in all water resource projects or
programs affecting the waters of the State. The Department shall
administer such financial assistance for these projects or programs
as may be made available to the Department for this purpose.

In furtherance of its responsibility under this section, the Depart-
ment of Water Resources shall consider the following ONLY WHEN
LOCAL ENTITIES AGREE TO PAY ALL OTHER NON-
FEDERAL COST AND TO OPERATE AND MAINTAIN THE
STRUCTURES INSTALLED USING FEDERAL ASSISTANCE
AUTHORIZED UNDER THE WATERSHED PROTECTION AND
FLOOD PREVENTION ACT:

(1)    A contribution by the State of up to fifty per cent (50%)
of the non-federal [local] share of approved projects under PL 566.

(2)     Use of the funds in programs or projects of flood control,
recreation, fish and wildlife, water supply and flow augmentation.

(3)    Limitation of State participation to land acquisition for
dams and impounded areas and construction of dams. Additional
land beyond the flood pool level, access roads, and recreational facili-
ties shall not be part of such program or project.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

AN ACT to repeal Section 2(a) (1) of Article 66½ of the Annotated
Code of Maryland (1967 Replacement Volume), title "Motor
Vehicles," subtitle "In General," and to enact a new Section 2(a)
(1) in lieu thereof to stand in the place of the Section so repealed;
to add a new Section 2(a)(lA) thereto to follow immediately
after said Section 2(a)(l); to repeal Section 287(b) of said
Article, subtitle "Operation of Vehicles Upon Highways," and to
enact a new Section 287 (b) in lieu thereof to stand in the place of
the Section so repealed; and to repeal Section 287A of said Article,
subtitle "Operation of Vehicles Upon Highways;" amending the
definition of authorized emergency vehicles as part of the motor
vehicles laws, providing a definition for certain authorized service
vehicles, and revising the laws concerning certain emergency vehi-
cles and their equipment, facilities and operations.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 2(a)(l) of Article 66½ of the Annotated Code of
Maryland (1967 Replacement Volume) title "Motor Vehicles," sub-
title "In General," be and is hereby repealed, and new Section 2(a)
(1) be and is hereby added in lieu thereof to stand in the place of
the Section so repealed; that new Section 2(a) (1A) be and is hereby
added thereto to follow immediately after said Section 2(a)(l);
