by him, unless such operator or owner or both shall deposit security
in a sum which shall be
sufficient in the judgment of the Department
to satisfy any judgment or judgments for
damages resulting from
such accident as may be recovered against such operator or owner
[, and unless such operator or owner, or both, has
previously given
or shall immediately give and
thereafter maintain, for a period of
three (3) years, proof or financial responsibility]; provided notice
of such suspension shall be sent by the Department to such operator

and owner not less than 10 days prior to the effective date of such

suspension and shall state the amount required as security.

(a) All of the provisions of this article shall apply to any person
who is not a resident of this State, and if such nonresident has been
convicted of an offense which would require the suspensions or revoca
-
tion of the license of a resident or if such nonresident has failed to

satisfy a judgment within thirty 930) days after the same became

final, which would require suspension or revocation hereunder in
respect to a resident, then in either such even such nonresident shall

not operate any motor vehicle in this State nor shall any motor

vehicle owned by him be operated within this State by any person

and the Department shall not issue to such nonresident any opera-

tor's or chauffeur's license or register any motor vehicle owned by

such nonresident unless and until such nonresident [shall give proof
of financial responsibility and] shall satisfy any such
judgment

all as required with respect to a resident of this State.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

CHAPTER 692
(House Bill 801)

AN ACT to repeal and re-enact, with amendments, Section 52 of
Article 96A of the Annotated Code of Maryland (1964 Replace-
ment Volume and 1968 Supplement), title "Water Resources," sub-
title "Other Powers and Functions," to provide guidelines for the
Department of Water Resources in administering financial assist-
ance in water resource projects or programs affecting the waters
of the State.

Section 1. Be it enacted by the General Assembly of Maryland,
That Section 52 of Article 96A of the Annotated Code of Maryland
(1964 Replacement Volume and 1968 Supplement), title "Water
Resources," subtitle "Other Powers and Functions," be and it is
hereby repealed and re-enacted, with amendments, to read as follows:

52.

In carrying out its responsibility for water resource planning,
development an
