Upon Highways," be and is hereby repealed, and new Section 287(b)
be and is hereby enacted in lieu thereof to stand in the place of
the Section so repealed; and Section 287A of said Article, subtitle
"Operation of Vehicles Upon Highways," be and is hereby repealed;
and all to read as follows:

2(a) (1) Authorized Emergency Vehicles:

(1)    Vehicles of the police department and other city, county,
state or federal law enforcement agencies.

(2)    Vehicles of duly constituted volunteer fire companies, rescue
squads, and fire departments.

(3)    Ambulances.

Only the foregoing described emergency vehicles which are
designated, or authorized by the Commissioner shall be entitled
to the exemptions and privileges granted elsewhere in this Article.

(1A) Authorized Service Vehicles:

Vehicles of municipal, county, state or federal departments, public
service companies, and such vehicles of persons performing govern-
mental functions under a contract with any municipal, county, state
or federal government which are designated and authorized by the
Commissioner as authorized service vehicles.

287.

(b) No person shall drive or move any vehicle or equipment
upon any highway which is equipped with or displays any light or
signal device which is capable of oscillating, rotating, blinking
or any type of emission of light other than a solid beam unless
designated and authorized by the Commissioner as follows:

(1)    Vehicles of the police department and other city, county,
state or federal law enforcement agencies may be equipped with and
display red and/or blue lights or signal devices.

(2)     Vehicles of city, county, state or federal fire departments or
duly constituted volunteer fire departments or rescue squads may be
equipped with or display red and/or white lights or signal devices.

(3)    Ambulances may be equipped with or display red and/or
white lights or signal devices.

(4) Authorized service vehicles, rural letter carrier, slow moving
farm vehicles and tow trucks may be equipped or display yellow
or amber lights or signal devices.

(5)    Such blue, red, or white lights or signal devices may only be
flashed or oscillated or otherwise used while enroute to,
AT THE
SCENE OF, OR RETURNING FROM an emergency and shall not
relieve the authorized emergency vehicle from otherwise giving an
audible warning as required elsewhere in this Article.

(6)    Such yellow or amber lights or signal devices permitted
on vehicles set out in subsection (b)(4) above shall only be flashed
or oscillated or otherwise used in the course of its official duties,
to indicate to the public that it is a slow moving vehicle or is other-
wise impeding
