HOLIC BEVERAGES," SUBTITLE "RENEWAL OF LICENSES,"
BE AND IT IS HEREBY REPEALED AND RE-ENACTED,
WITH AMENDMENTS TO READ AS FOLLOWS:

(a) Before the board of license commissioner for Baltimore City
or any county shall approve any license, the said board shall cause a

notice of such application to be published two times in two succes-

sive weeks, in three newspapers of general circulation in Baltimore
City, if the applicant proposes to do business in said city, and if the

applicant proposes to do business in any of the counties, in the two
newspapers of general circulation in said county where two news-
papers are published, and if not,
then in one newspaper having a

general circulation in said county; the said notice shall specify the

name of the applicant, the kind of license applied for, and the loca-

tion of the place of business proposed to be licensed, and the time,
and place fixed by the board for
hearing upon the application which
shall be not less than seven, nor more than thirty days after the last
publication. At the time fixed by the notice for hearing upon the ap-

plication or upon any postponement of such time, any person shall

be heard on either side of the question. If the board of license

commissioners for said city or county determines that the grant-
ing of the license is not necessary for the accommodation of the

public or that the applicant is not a fit person to receive the license

applied for, or has made a material false statement in his applica-
tion, or has practiced fraud in connection with said application or
that the operation of the business, if the license is granted, will un-
duly disturb the peace of the residents of the neighborhood in which
the place of business is to be located, or that there are
other reasons,

in the discretion of the board, why the license should not be issued,

then the application shall be disapproved and the license applied for

shall be refused. If no such findings are made by the board, then the

application shall be approved and the said board shall issue its

certificate of approval for presentation to the clerk of the court of

the county in which the place of business is to be located, or to the

clerk of the Court of Common Pleas in Baltimore City, as the case

may be, and the said clerk shall issue the license applied for upon

presentation of said certificate, and the payment of the fee required,
