every service necessary for the purpose of draining, grading, paving,
repairing or maintaining such public streets, other public property
and recreation areas or protecting life and property during a com-
munity disaster or emergency, and for the purpose of cleaning and
maintaining the County Detention Center and preparing and serving
food to the prisoners therein.

5-1002.

Prisoners working outside the confines of the Detention Center
shall be in the custody of the appropriate officer, official, or other
person as provided in the Subtitle. If any officer, official or other
person, having any prisoner in charge for the performance of work
as provided in this subtitle, shall by his willful neglect permit the
escape of any prisoner, he shall be guilty of a misdemeanor, and,
upon conviction shall be fined not more than One Thousand Dollars
($1,000.00), or be confined in the County Detention Center for not
more than six (6) months, or both.

The Controller shall pay each prisoner who is assigned to work
under the provisions of this subtitle at the end of his term at the
rate of Two Dollars ($2.00) per day for the actual days worked;
provided, this payment shall not be made for required housekeeping
duties performed within the Detention Center or its grounds.

5-1004.

Prisoners who obey the duly promulgated rules and regulations of
the County Detention Center, when this conduct is deemed "good
conduct" by the Superintendent, shall be entitled to time off for good
behavior at the end of their sentence at the rate of one day for each
fourteen (14) days of "good conduct" during such sentence.

Sec. 2. And be it further enacted, That if any provision of this
Act or the application thereof to any person or circumstance is held
invalid for any reason, such invalidity shall not affect the other
provisions or any other application of this Act which can be given
effect without the invalid provisions or application, and to this end,
all provisions of this Act are hereby declared to be severable.

Sec. 3. And be it further; enacted, That all laws or parts of laws,
inconsistent with the provisions of this Act are hereby repealed to
the extent of any such inconsistency.

Sec. 4. And be it further enacted, That the provisions of this Act
shall only be construed prospectively and shall not be applied or
interpreted to have any retrospective effect.

Sec. 5. And be it further enacted, That this Act shall take effect
July 1, 1969.
