AN ACT to add new Sections 5-1000 - 5-1004, inclusive, to the Code
of Public Local Laws of Anne Arundel County (1967 Edition, being
Article 2 of the Code of Public Local Laws of Maryland), title
"Anne Arundel County," subtitle "Title 5. Courts," to be under
the new subheading "Subtitle 10. Detention Center and Prisoners,"
to follow immediately after Subtitle 9 thereof, providing for the
assignment of work to prisoners in the Anne Arundel County
Detention Center; providing payment for and supervision of this
work; providing for time off for good conduct; making it a mis-
demeanor to destroy jail property or certain other property and
relating generally to the conduct of prisoners in the Anne Arundel
County Detention Center.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Sections 5-1000 - 5-1004, inclusive, be and they are hereby
added to the Code of Public Local Laws of Anne Arundel County
(1967 Edition, being Article 2 of the Code of Public Local Laws of
Maryland), title "Anne Arundel County," subtitle "Title 5. Courts,"
to be under the new subheading "Subtitle 10. Detention Center and
Prisoners," to follow immediately after Subtitle 9 thereof, and to
read as follows:
5-1000.
In any sentence of confinement in the County Detention Center,
by the Circuit Court or the People's Court having criminal juris-
diction, any male prisoner over eighteen (18) years of age, unless
excused by the court, may be subject to perform work, not to exceed
ten (10) hours in any one day, during the period of his imprisonment
(1) in the Detention Center; or (2) on the public roads or other
public property of the County; or (3) on the public roads or other
public property of the State of Maryland within the County; or (4)
in the event of community disasters or emergencies on public or
private property; (5) in any special taxing area in the County; pro-
vided, that for the work on the public streets or other public property
of the State of Maryland or of a special taxing area, the authorities
of the special taxing area or the State of Maryland, by agreement
with Anne Arundel County, shall be charged with the expense which
may attend this employment.

The work provided for in Section 5-1000 shall be assigned in the
discretion of the Chief of Police or his designee, but shall be per-
formed under the supervision and direction of the County Executive
or any road supervisor or other official who may be authorized by the
County Executive to work prisoners or any authorized member of
the State police where the work is to be performed on state roads
or property, as provided in the preceding section, and the Super-
intendent of the Detention Center, upon the request of the County
Executive or other persons duly authorized by him to make such
