(b)    No person shall sell, representing it to be new material, any
second-hand hair, down, feathers, wool, cotton, kapok, or other
material used for filling articles of bedding or upholstered furniture.

(c)    No person shall sell any article of bedding made from
second-hand material unless it is disinfected and tagged as provided
herein.

(d)    No person shall use in the making or renovating of any
article of bedding or upholstered furniture any shoddy material or
any material that comes from an animal or fowl, (1) that contains
any bugs, vermin, or filth, (2) that is unsanitary, (3) that contains
burlap or other material that has been used for baling, (4) that
is second hand, unless the material has been thoroughly disinfected
by a process approved by the Department.

(e)    No person shall sell, offer for sale, exchange, lease, deliver,
or consign for like purpose any article of bedding or upholstered
furniture or filling material unless it is tagged as herein required.

(f)    It is unlawful to use any false or misleading statement, term,
or designation on the tag or to remove, deface, alter, or attempt to
remove, deface or alter the tag or the statement of filling materials.
It is unlawful to use any statements on bags or overwraps that con-
flict with the statement of filling material on the law tag in any way.
No variance shall be allowed for material which is described as
"all," "pure," "one hundred percentum," or terms of similar import.

(g)    No person shall sell, offer for sale, exchange, lease, deliver
or consign any article of previously used bedding from hospitals or
nursing homes, unless the bedding has been thoroughly disinfected
by a process approved by the Department.

67C.

(a)    Any disinfecting process used in connection herewith requires
approval by the Department.

(b)    No person shall be considered qualified to apply an accept-
able disinfecting process, as required by the provisions of this sub-
title, until the process has been registered with and approved by the
Department, and a permit issued therefor. The permit shall be con-
spicuously posted near the disinfecting equipment. Holders of per-
mits to apply disinfection shall keep an accurate record of all articles
or material which have been disinfected, including the date of the
same and the name and address of the owner of each, and the records
shall be available for inspection at any time by authorized repre-
sentatives of the Department.

(c)    Nothing herein prevents any person engaged in the manu-
facture, renovation, or sale of any article or material which requires
disinfection under the provisions of this subtitle from having the
disinfection performed by any person who has a valid permit for
these purposes, provided the number of the permit shall appear on
the tag, hereafter described, attached to each article.
