any article subject to this subtitle made by a manufacturer which
is not licensed under this subtitle, shall annually obtain a whole-
sale dealer's license from the Department. Any other wholesaler of
bedding or upholstered furniture may obtain such a license if
desired.

(d)    Every person renovating any article of bedding, unless he
holds a manufacturer's license, shall annually obtain a renovator's
license from the Department.

(e)    Every supply dealer, unless he holds a manufacturer's li-
cense, shall annually obtain a supply dealer's license from the
Department.

(f)    Every person disinfecting any article of bedding shall an-
nually obtain a disinfector's permit from the Department.

(g)    It is the intent of this subtitle to prevent both the manu-
facture and the sale within this State of any of the articles or
materials enumerated in Section 65 of this subtitle, except in
conformity to and in compliance with the provisions of said subtitle.
If the person or concern manufacturing the article or processing the
material has or operates his or its plant outside the limits of this
State, the Commissioner, in his discretion in lieu of a physical in-
spection of the plant of such non-resident person or concern, may
satisfy himself by examination of the product made or processed
by the non-resident or by other means the Commissioner deems
adequate, of the propriety of issuing to the non-resident, the permit
or license required by the provisions of this subtitle, or of renewing
or keeping in force a permit or license issued. If at any time the
Commissioner deems it necessary to make a physical inspection of
a plant or factory of the non-resident, he may require the payment
by the non-resident of a sum to cover the reasonable traveling
charges entailed by the physical inspection, and to
HE MAY refuse to
issue, or to revoke or suspend any license or permit, until or unless the
charges are paid.

(h) The Department may take for evidence, at any trial in-
volving violation of this subtitle, any article made or offered for
sale in violation of this subtitle.

(i) Every person doing business at the same address under more
than one firm name is subject to the license provisions for each
firm name.

(j) The Department shall assign a number to each license or
permit issued and shall prescribe the procedure relative to:

(1)    Applications.

(2)    Assignment of license numbers.

(3)    Transfer of license between persons, where such transfer is
effected through rent, lease, or sale of the business.

(4) Change in name, ownership, address, or of license classifica-
tion.
