67.

There is established in the Department of Health a Bedding
Advisory Board, which shall consist of nine members. The Commis-
sioner, or any employee designated by him, shall be a member of the
Board and its Chairman. The Commissioner shall designate an em-
ployee of the Department of Health to serve as Secretary of the Bed-
ding Advisory Board. The other eight members shall be appointed
by the Governor, by and with the advice and consent of the Senate.
Seven of the members appointed shall be persons who, on account
of their vocations, employment, or affiliations, represent the manu-
facturing interests of the various products or branches of the
affected industries and shall be apportioned as follows: Two shall
represent manufacturers of bedding, two shall represent manufac-
turers of upholstered furniture, one shall represent a wholesaler, one
shall represent a supply dealer, and one shall represent a retailer.
The remaining member shall be a person qualified to represent the
public at large. The term of office of each member shall be for a
period of five years; except that the terms of office of the members
first appointed after the effective date of this subtitle shall expire,
as designated by the Governor at the time of appointment, two at
the end of two years, two at the end of three years, two at the end
of four years, and two at the end of five years. The Governor may
fill vacancies occurring in the membership on the Board. Any member
so appointed shall be appointed to serve during the unexpired term
for which his predecessor was appointed. Each member of the Bed-
ding Advisory Board shall serve without salary but shall receive
actual and necessary travel and other expenses while engaged upon
the work of the Board. The Board shall meet annually and at other
necessary times at the call of the Chairman or at the request of
three members of the Board. The Governor may remove any mem-
ber of the Board when he ceases to represent the interest in whose
behalf he was appointed. The Board may:

(1)    Consider all matters submitted to it by the Department of
Health.

(2)    Propose rules and regulations necessary to carry out and
enforce the provisions of this subtitle.

(3) Advise the Department, as necessary, in order to carry out
the purposes and intent of this subtitle.

67A.

(a)    Except as otherwise provided in this subtitle, any person
who advertises, solicits, or contracts to manufacture, repair, or ren-
ovate bedding or upholstered furniture, and who either does the work
himself or has others do it for him, shall secure the particular
license required by this subtitle for the particular type of work that
he solicits or advertises that he will do, regardless of whether he
has a shop or a factory. It is unlawful for any person to engage in
a business regulated by this subtitle unless he has first obtained
from the Department the license required by this subtitle.

(b)    Every person manufactur
