Section 1. Be it enacted by the General Assembly of Maryland,
That Section 37(b)(2)(d) of Article 15A of the Annotated Code of
Maryland (1968 Replacement Volume and 1968 Supplement), title
"Budget and Procurement," subtitle "State Aid for Police Protection
Fund," be and it is hereby repealed and re-enacted, with amend-
ments, to read as follows:

37. (b)(2).

(d) For subdivisions with population density 8,000 or more per
square mile, payment under this subparagraph (2) shall [not exceed
the equivalent of $10.75 per capita] be 25% of the amount by which
aggregate expenditures for police protection exceed the equivalent
of $6.00 per capita but do not exceed the equivalent of $36.00 per
capita and 50% of the amount by which aggregate expenditures for
police protection exceed the equivalent of $36.00 per capita
BUT
DO NOT EXCEED THE EQUIVALENT OF $55.00 PER
CAPITA. FOR THE 1971 FISCAL YEAR AND EACH YEAR

THEREAFTER THERE SHALL BE ADDED ONE PERCENT

(1%) OF THE PRIOR YEAR'S GRANT AND SUCH ADDI-

TIONAL AMOUNTS AS MAY BE RECOMMENDED BY THE
GOVERNOR AND INCLUDED IN THE ANNUAL APPRO-

PRIATION FOR THE STATE AID FOR POLICE PROTEC-

TION FUND.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

(House Bill 865)

AN ACT to repeal and re-enact, with amendments, Sections 165A-
165F, inclusive, and Sections 165-I-A and 165J of Article 77 of the
Annotated Code of Maryland (1965 Replacement Volume, 1968
Supplement), title "Public Education," subtitle "State Colleges,"
amending the laws authorizing the issuance of revenue bonds by
the Board of Trustees of the State Colleges; authorizing such
bonds to be issued to finance any auxiliary facility (being a facility
which furnishes a service to students, faculty or staff) or combi-
nation of auxiliary facilities at any of the State colleges; amend-
ing provisions relating to the creation of a sinking fund for such
bonds; describing the fees, rents, charges and other revenues from
existing or future auxiliary facilities which may be pledged, in
whole or in part, as security for such bonds; providing that the
authority in said subtitle is additional and supplemental to other
powers conferred upon the Board of Trustees by other laws; con-
firming the validity of any bonds heretofore issued by said Board
of Trustees pursuant to such subtitle; and generally amending the
laws relating to the issuance of revenue bonds by the Board of
Trustees of the State Colleges.
