Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 165A-165F, inclusive, and Sections 165-I-A and 165J
of Article 77 of the Annotated Code of Maryland (1965 Replacement
Volume, 1968 Supplement), title "Public Education," subtitle "State
Colleges," be and they hereby are repealed and re-enacted, with
amendments, to read as follows.:

165A.

As used in Sections 165A-165J, inclusive, [in] of this subtitle,
the following words and terms shall have the following meaning, un-
less the context shall indicate another different meaning or intent:
(1) The word "resolution" shall mean a resolution adopted by a
majority of the members of the board of trustees of the State col-
leges; (2) the word "costs" as applied to any project shall embrace
the cost of construction, the cost of the acquisition of all land, rights
of way, property rights, easements and interests acquired [by the
board of trustees of the State colleges] for such construction, the
cost of all machinery and equipment, financing charges, interest
prior to and during construction and for one year after completion
of construction, the cost of engineering and legal expenses, plans,
specifications, surveys, estimates of costs and revenue, other ex-
penses necessary or incident to determining the feasibility or prac-
ticability of construction of any project, administrative expenses,
and such other expense as may be necessary or incident to the con-
struction of any project, the financing of such construction and the
placing of any such project in operation [. A]; any obligation or
expense heretofore or hereafter incurred by the said board of trus-
tees for preparation of plans and specifications, and other engineer-
ing services in connection with the construction of any such project
shall be regarded as a part of the cost of such project and may be
reimbursed to said board of trustees out of the proceeds of the reve-
nue bonds hereinafter authorized; and (3) [the term "housing unit"
and the term "housing units" shall mean and embrace housing facili-
ties and living accommodations which may include such facilities as
eating facilities, recreational facilities and student facilities, and
shall include student union buildings; and (4) the term "related fa-
cilities" shall mean and embrace but shall not necessarily be limited
to eating facilities, recreational facilities and student facilities] the
term "auxiliary facility*' (the singular shall include the plural) and
the term "auxiliary facilities" shall mean and embrace any facility or
facilities, now existing or hereafter constructed or acquired, which
furnish a service to students, faculty or staff at any of the public
colleges under the direction and control of the board of trustees of
the State colleges; such facilities shall include (but shall not be lim-
ited by type
