to inform that body of the results of the elections for members of the
House of Representatives.

Sec. 3. And be it further enacted, That this Act shall take effect
July 1, 1969.

AN ACT to repeal Sections 2(A)(68), 56, 67, 71, 71A, 71B, 71C
and 71D of Article 66˝ of the Annotated Code of Maryland (1967
Replacement Volume and 1968 Supplement), title "Motor Vehi-
cles," subtitle "Administration—Registration—Titling," and to
enact new Section 71 in lieu thereof, to stand in the place of the
sections so repealed, AND TO REPEAL AND RE-ENACT,
WITH AMENDMENTS, SECTION 28(E) OF THE SAID ARTI-
CLE AND SUBTITLE OF THE CODE (1967 REPLACEMENT
VOLUME) to provide for the disposal of abandoned motor vehi-
cles, the licensing of wreckers and SCRAP PROCESSORS OF
motor vehicles, the procedure for notifying the Department of
Motor Vehicles of the scrapping, dismantling or destroying of
motor vehicles, the authority of the Commissioner of Motor Vehi-
cles to promulgate rules and regulations relating to wrecker
WRECKERS and scrap processors, procedure for suspension or
revocation of licenses of wreckers and scrap processors, procedure
for appeals by wreckers and scrap processors from suspension or
revocation of licenses, THE INCREASE IN FEES FOR TITLING
OF MOTOR VEHICLES IN THIS STATE AND THE DISPOSI-
TION OF SUCH FEES, THE PAYMENT OF A FEE FOR THE
DESTRUCTION OF MOTOR VEHICLES, penalties for violation
of certain provisions of the section, and for related purposes.

Section 1. Be it enacted by the General Assembly of Maryland,
That Sections 2(A) (68), 56, 67, 71, 71A, 71B, 71C and 71D of Arti-
cle 66˝ of the Annotated Code of Maryland (1967 Replacement
Volume and 1968 Supplement), title "Motor Vehicles," subtitle "Ad-
ministration—Registration—Titling," be and they are hereby re-
pealed, and that new Section 71 be AND IT IS HEREBY enacted
in lieu thereof to stand in the place of the sections so repealed, and
AND THAT SECTION 28(E) OF THE SAID ARTICLE AND
SUBTITLE OF THE CODE (1967 REPLACEMENT VOLUME)
BE AND IT IS HEREBY REPEALED AND RE-ENACTED, WITH
AMENDMENTS, AND ALL to read as follows:

(E) THE DEPARTMENT SHALL COLLECT FOR EACH
CERTIFICATE OF TITLE THE SUM OF TWO DOLLARS
($2.00), ONE DOLLAR ($1.00) OF WHICH MAY BE USED FOR
THE PURPOSE OF ADMINISTERING THE PROVISIONS OF
