SECTION 71 OF THIS ARTICLE. FOR VEHICLES REQUIRED
TO BE INSPECTED AS PROVIDED FOR IN SECTIONS 429
THROUGH 436, INCLUSIVE, OF THIS ARTICLE, THE DE-
PARTMENT SHALL COLLECT FOR EACH CERTIFICATE OF
TITLE THE SUM OF FOUR DOLLARS ($4.00), TWO DOL-
LARS OF WHICH MAY BE USED FOR THE PURPOSE OF
ENFORCING THE PROVISIONS OF SECTIONS 429 THROUGH
436, INCLUSIVE, AND ONE DOLLAR ($1.00) OF WHICH
MAY BE USED FOR THE PURPOSE OF ADMINISTERING
THE PROVISIONS OF SECTION 71.

71.

(a)    Definitions.

(1)    "Police department" means the DEPARTMENT OF MARY-
LAND State Police or any police department of a county, city or
town,
AND IN BALTIMORE CITY THE AGENCY DESIGNATED
BY THE BOARD OF ESTIMATES.

(2)    "Abandoned motor vehicle" means a motor vehicle that is
inoperable and is left unattended on public property for more than
forty-eight hours, or a motor vehicle that has remained illegally on
public property for a period of more than forty-eight hours, or a
motor vehicle that has remained on private property without the
consent of the owner or person in control of the property for more
than forty-eight hours.

(3)    "Scrap processor" means an establishment having facili-
ties for processing iron, steel and nonferrous scrap metal and whose
principal product is scrap iron, steel and nonferrous scrap for sale
and FOR resmelting purposes only WHICH IS LICENSED UNDER
THE PROVISIONS OF THIS SECTION.

(4)    "Wrecker" means every person, firm, or corporation engaged
in the business of purchasing or otherwise acquiring vehicles for the
benefit of the materials contained therein or parts thereof.

(b)    A police department may take into custody any motor
vehicle found abandoned. For this purpose, a police department may
employ its own personnel, equipment, and facilities or hire persons,
equipment, and facilities for removing, preserving, and storing
abandoned motor vehicles.

(c)(1) A police department which takes into custody an
abandoned motor vehicle, within fifteen days thereof, by registered
mail, return receipt requested, signed by the addressee, shall notify
the last known registered owner of the motor vehicle and all lien
holders as shown on the records of the Department of Motor Vehicles
that the vehicle has been taken into custody. The notice shall
describe the year, make, model, and serial number of the abandoned
motor vehicle; set forth the location of the facility where the motor
vehicle is being held, inform the owner and any lien holders of their
right to reclaim the motor vehicle within three weeks after the date
of the notice, upon payment of all towing, preservation and storage
charges resulting from placing the vehicle in
