be authorized to leave an institution to participate in special com-
munity programs for rehabilitation or to contribute to interpre-
tation of correctional services, crimes and crime prevention.
Section 1. Be it enacted by the General Assembly of Maryland,
That new Section 700C be and it is hereby added to Article 27 of the
Annotated Code of Maryland (1967 Replacement Volume, 1968 Sup-
plement) , title "Crimes and Punishments," subtitle "Places of Refor-
mation and Punishment," subheading "Department of Correctional
Services," sub-subheading "Prisoners," to follow immediately after
Section 700B thereof, to read as follows:
700C.
(a) The Commissioner of Correctional Services may authorize
special leave in accordance with the provisions of this section for
any inmate confined in any of the institutions enumerated in Section
689 of this Article. UNDER HIS JURISDICTION WHO HAS
BEEN SELECTED TO PARTICIPATE IN A PRE-RELEASE
PROGRAM. INMATES QUALIFIED FOR THE PRE-RELEASE
PROGRAM ARE THOSE WHO ARE SERVING WITHIN THE
LAST THREE MONTHS OF THEIR SENTENCE, OR AP-
PROVED FOR PAROLE SUPERVISION.
(b) Leave for an inmate may be authorized to allow time to seek
employment, in anticipation of his release from, an institution.
(B) LEAVE FOR AN INMATE IN A PRE-RELEASE PRO-
GRAM MAY BE AUTHORIZED TO ALLOW TIME FOR EMPLOY-
MENT INTERVIEWS, OR AS A PART OF A PRE-RELEASE
PROGRAM RELATING TO EMPLOYMENT.
(c) Leave may be authorized for an inmate or group of inmates
, IN A PRE-RELEASE PROGRAM to leave an institution for par-
ticipation in special community programs OR EDUCATIONAL
PROGRAMS, which have as their purpose the rehabilitation of
inmates. , or the interpretation to the general public of correctional
services, crime, and crime prevention.
Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

(Senate Bill 474)
AN ACT to add new subsection (c) to Section 700A of Article 27 of
the Annotated Code of Maryland (1968 Supplement), title "Crimes
and Punishments," subtitle "Places of Reformation and Punish-
ment," subheading "Department of Correctional Services," sub-
subheading "Prisoners," to follow immediately after Section 700A
(b) thereof, to provide that certain prisoners on work release
programs or in the last two months of their term, or awaiting
release on parole, may be allowed weekend leave under authoriza-
tion of the Commissioner of Correctional Services.
