Section 1. Be it enacted by the General Assembly of Maryland,
That new subsection (c) be and it is hereby added to Section 700A
of Article 27 of the Annotated Code of Maryland (1968 Supplement),
title "Crimes and Punishments," subtitle "Places of Reformation and
Punishment," subheading "Department of Correctional Services,"
sub-subheading "Prisoners," to follow immediately after Section
700A (b) thereof, to read as follows:

700A.

(c) (1) Any prisoner who has participated for at least four (4)
months in the Work Release Program as authorized by this section,
and any prisoner who is either serving the last two months of his
term of confinement or awaiting release after having been granted
parole, may be granted weekend leave in this State; provided, how-
ever that the prisoner shall have the recommendation of his direct
supervisor in the Work Release Program.

(2) Final authorization and the terms and conditions for such
leave shall be granted only by the Commissioner of Correctional
Services. A weekend shall consist of a period of time no longer than
from 6:00 P.M. Friday to 6:00 P.M. the Sunday immediately
following.

Sec. 2. And be it further enacted, That this Act shall take effect
July 1, 1969.

CHAPTER 450
(Senate Bill 490)

AN ACT to repeal Section 9B of Article 25 of the Annotated Code
of Maryland (1966 Replacement Volume and 1968 Supplement),
title "County Commissioners," subtitle "General Provisions," and
to enact new Section 9B in lieu thereof, to stand in the place of the
section repealed, to provide for a referendum by the voters of
Calvert County where the County Commissioners obtain an option
to lease or purchase any real property. AUTHORIZE THE
COUNTY COMMISSIONERS OF CALVERT COUNTY TO
ACQUIRE REAL OR LEASEHOLD PROPERTY FOR PUBLIC
USE, TO ERECT BUILDINGS THEREON, TO LEASE OR
SELL ANY COUNTY OWNED PROPERTY PROVIDED THAT,
AS TO PROPERTY ON WHICH ANY FACILITY IS LOCATED
TO WHICH THE COUNTY HAS MADE AN APPROPRIA-
TION IN ANY YEAR OF A CERTAIN AMOUNT, CERTAIN
SEALED BIDDING AND ADVERTISING PROCEDURES
SHALL BE FOLLOWED; AUTHORIZING THE COUNTY COM-
MISSIONERS OF CALVERT COUNTY TO OBTAIN OPTIONS
TO LEASE OR PURCHASE REAL PROPERTY AND REQUIR-
ING CERTAIN ADVERTISING AFTER AN OPTION HAS
BEEN OBTAINED, AND RELATING GENERALLY TO THE
AUTHORITY OF THE COUNTY COMMISSIONERS OF CAL-
VERT COUNTY TO ACQUIRE REAL OR LEASEHOLD PROP-
ERTY FOR PUBLIC USE OR TO DISPOSE OF SAME BY
